After the flood, God promised Noah that He would never again bring a flood that would destroy the world. (Gen 9:16-17) A rainbow is a reminder of this covenant that God made with Noah, his descendants, and all living creatures. Therefore, for generations upon seeing a rainbow in the sky, observant Jews we recite a blessing.
