Minneapolis converted a massive warehouse into an indoor neighborhood of 100 houses for the homeless.

Avivo Village, a first-of-its-kind indoor community, has transformed a 48,000-square-foot warehouse into a safe haven containing 100 private, lockable tiny homes for unhoused peoples.

Unlike traditional congregate shelters that offer only temporary mats on a shared floor, this low-barrier, trauma-informed shelter-within-a-shelter model provides residents with their own heated spaces, electricity, and the freedom to stay with their pets.

By prioritizing dignity and security, the village offers a safe starting point for individuals who typically avoid standard shelter environments due to safety concerns.

The impact of this innovative model extends far beyond providing a warm roof. Operating under a harm-reduction philosophy, Avivo Village serves as a comprehensive care hub, offering residents immediate on-site access to mental health therapy, substance use disorder treatment, and dedicated case managers. The results speak volumes: since its inception in December 2020, the village has served over 870 individuals, successfully transitioned nearly 340 people into permanent, stable housing, and reversed over 260 on-site overdoses.

As cities across the United States grapple with growing housing crises, this warehouse-to-village conversion offers a scalable, compassionate blueprint for turning empty urban infrastructure into lifesaving community hubs.
