In Hebrews 4:1 The subordinate clause in the sentence, “the promise remains”, is a genitive absolute which is important because it is used through V1-11 and means the promise is still open.
“Promise” which appears for the first time in this letter and will become a concept that plays an important role throughout the sermon.
What the Lord has promised is what God is committed to do for His people [6:12, 10:36, 11:39]. What God promises is certain to come to pass, and much of what He promises lies ahead of us.
The “therefore” indicates that a conclusion or exhortation is drawn from the experience of the wilderness generation and the readers are to fear lest they fail to enter God’s rest.

Hebrews 4:1] The Christian community is to fear or be concerned about a person being judged to have fallen short of the rest.
“Judged” is from the Greek word dokeo “to seem” or in other contexts, such as this one, it means to “recognize as.”
This issue is not whether someone might appear to fall short but whether they will be judged by God to have actually fallen short. We need to take warnings within Scripture seriously.

Hebrews 4:1-5] The author continues to apply Psalm 95. The main point of 3:12-19 is that we should be on guard against an unbelieving heart that would block our entrance into God’s rest.
The same concern is contained in 4:1-5 where the main point emerges in V1. We should fear and that fear should motivate us to enter into God’s rest. Into Christ rest now.
V2 reminds us that only hearing the gospel proclaimed will not rescue us, for the wilderness generation failed to believe what they heard.
V3 explains that the rest is only accessed by those who have faith, and God swore that the wilderness generation would not enter His rest since they failed to believe and obey.
V4 explains the rest has been available since creation when God finished His creative work. Genesis 2:2 is cited to establish that God’s rest was instituted from the 7th day of creation.
Finally, in V5 even though God’s rest was accessible, they did not enter it because of their rebellion and persistent unbelief.

Heb. 3:17] The next question, who sinned-or those who sinned. How did they sin? By disobeying God and not trusting Him to deliver them.
They were afraid they would be killed by the people in the land God had promised them. Instead, they died in the wilderness. Those afraid of death will die anyway.
Heb. 3:18-19] The author not only asks the question but answers it in the same sentence. If you are not resting in Christ’s finished work than you are exercising unbelief.
The failure to trust God’s word and power and not rest in Christ but are under the deception that you must add something- your own obedience or even your own faith- its unbelief.

Heb. 3:16] We begin a series of several questions in V16-18. The first question the author asks is who rebelled in the wilderness- answer, all those under Moses’ authority.
The author’s illustration points out that a good beginning does not guarantee a good end. If people could rebel against God even after they had heard God’s voice, then the warning is real.
A person who hears the gospel message and yet continues to reject it will receive a far worse judgment than those who never hear the Gospel.
People who reject Christ do so because they love their sin more and their love for sin requires hardness to God’s Word.

Heb. 3:14] All Christians go through times of doubt as their faith grows. A faith that never doubts is perhaps not real, because real faith involves the fallible mind.
We interpret NT warning passages not as threats that true believers can lose their salvation, but as necessary instruments of God’s grace to ensure their perseverance.
Heb. 3:15] Not only does V15 concludes this section but it also looks forward, since the words “hear” and “rebellion” are picked up in V16.
The word “today” shows the urgency of this message. Today we can act and need to act; we don’t know what will happen tomorrow.
