REQUEST FOR EXPRESSIONS OF INTEREST (REOI)
OPSDA/CS/001/25: EOI for Consulting Services for the Detailed Design, Tender Documentation and Construction Supervision of a Multistorey Olympia Park SDA Church
1. Background
The Olympia Park Seventh-day Adventist (SDA) Church, located in Lusaka, Zambia, intends to construct a modern, multi-storey worship facility to accommodate the growing congregation. The project seeks to optimize the use of its 2776 square meter plot through an efficient design that combines worship, administrative, and utility spaces while ensuring adequate parking, accessibility, and aesthetic appeal.
The Church now invites eligible consulting firms (architectural, engineering, and multidisciplinary design firms) to express interest in providing consulting services for the detailed design, tender documentation, and construction supervision of this new multistorey SDA Church facility.
2. Objective of the Assignment
The objective of the consulting services is to undertake architectural and engineering design, prepare detailed construction drawings, specifications, and tender documents, and provide construction supervision to ensure the project is delivered to the highest standards of functionality, safety, and sustainability.
3. Scope of Services
The scope shall include, but not be limited to, the following:
A. Design Phase
• Site assessment, geotechnical and topographical surveys.
• Preparation of conceptual, schematic, and detailed architectural designs.
• Preparation of structural, electrical, mechanical, and civil engineering designs.
• Integration of building services (water supply, sanitation, fire safety, solar energy, and backup systems).
• Preparation of detailed cost estimates and bills of quantities (BOQs).
• Development of tender documentation and assistance during the bidding process.
B. Construction Supervision Phase
• Supervision of construction works to ensure compliance with approved designs, specifications, and timelines.
• Quality control and certification of materials and works.
• Verification and approval of contractor payment certificates.
• Preparation of monthly progress reports and final completion report.
• Certification of practical and final completion.
4. Project Brief and Design Parameters
The key features shall include, but not be limited to, the following:
• Ground Floor: Parking (at least 50 cars), security office, utilities (transformer room, generator shed, water tanks, waste area), stair and lift cores.
• First Floor (Main Sanctuary): 700–800 seats, pulpit, choir area, vestry, sound room, toilets, baby room, first aid area, circulation zones, baptismal pool.
• Second Floor (Balcony & Ancillary): 200–300 balcony seats, classrooms, youth and admin offices, boardroom, multi-purpose room, toilets.
• External Works: Driveways, drop-off zone, landscaping, fire exits, prayer garden, and disabled access.
• Structure: Reinforced concrete frame, acoustic and ventilation optimization, natural lighting, and solar backup.
5. Qualification Requirements
Interested consulting firms should provide information demonstrating that they possess the required qualifications and relevant experience to perform the services, including:
• Company profile with legal registration and relevant practice licenses.
• Proven experience in architectural and structural design of multistorey buildings or institutional facilities.
• Experience in design and supervision of similar church, school, or public facilities in Zambia or similar environments.
• Key professional staff: Registered Architects, Structural Engineers, Civil Engineers, Quantity Surveyors, and Electrical/Mechanical Engineers.
• Demonstrated capacity for timely delivery and quality control.
• References from at least three (3) comparable assignments.
6. Shortlisting and Selection Method
A shortlist of qualified firms will be established based on the Expressions of Interest received. Shortlisted firms will be invited to submit technical and financial proposals in accordance with a detailed Request for Proposals (RFP). The selection method will follow the Quality and Cost-Based Selection (QCBS) approach.
7. Questions and Submission of Expressions of Interest
