What is the White Paper on Citizenship, Immigration & Refugee Protection and why does it matter?

This draft White Paper sets out how government proposes to fundamentally reshape how citizenship, immigration, and refugee protection are governed in South Africa. While it is not yet law, it will shape future legislation, policy, and systems that directly affect migrants, refugees, asylum seekers, and South African communities.

The public has been invited to comment and this is a critical moment to make voices heard, especially those most impacted by migration policy.

Read, reflect, and submit your comments to [email protected] before the White Paper is finalised.

As migration policy must be rights-based, people-centred, and grounded in lived realities.
