We learned today of an urgent and concerning development in the Chairman's Mark of the National Defense Authorization Act (NDAA) that requires immediate attention and action. Please see specific asks below.
Section 224 of the Chairman's Mark incorporates the text of Rep. Ronny Jackson's (R-TX) U.S.-Israel FUTURES Act. This section would establish the framework for entrenching US-Israel defense cooperation throughout the US Defense Industrial Base and the US warfighter supply chain. Specifically, it would:
*Create an executive agent within the Department of Defense responsible for US-Israel defense integration across multiple domains and capabilities;
*Prioritize the US-Israel defense relationship above all other bilateral defense cooperation relationships;
*Provide Israel with continuing access to the most sensitive areas of US military technology, even as debate grows about offramping Israel from US military grant assistance;
*Increase Israel's leverage over US policymaking, at the US's expense.
If passed into law, this section would represent a significant and lasting shift in US defense policy.
The organization A New Policy is working actively to strip this provision during the upcoming markup and floor action. Realistically, however, this will be a fight that runs through final passage toward the end of the year.
