【HKDC Condemns the Conviction of Anna Kwok’s Father as Escalation of Transnational Repression】

In response to the guilty verdict of Kwok Yin-Sang — the father of Anna Kwok, our Board Member and former Executive Director — and his immediate remand in custody for a bogus financial charge, the Hong Kong Democracy Council issues the following statement.

Excerpt from Anna Kwok’s Personal Statement:

“The bogus charges against my father were founded on a fabricated, baseless, and incoherent fiction. According to news reports, he was convicted over an insurance policy he purchased for our family in 1999, when I was a two-year-old toddler still learning to say “papa.” I am not and have never been the owner of this policy. Nor have I exchanged, received, or sought “funds or other financial assets or economic resources” from my father, my family, any individual, or entity in Hong Kong.”

In the United Kingdom, our Senior International Advocacy Associate, Carmen Lau, was targeted by a deeply disturbing campaign of AI-enabled harassment, with anonymous letters containing AI-generated, sexually explicit images sent to her neighbors. We issued a statement condemning these attacks and the growing use of technology as a tool of transnational repression.
Our team also participated in key international events in Germany and Canada.

【HKDC Denounces AI-Generated Explicit Images Targeting Carmen Lau as Part of Transnational Repression Campaign】

In response to the anonymous circulation of the AI-generated, sexually explicit deepfake images targeting our Senior International Advocacy Associate, Carmen Lau, which were delivered to her neighbours as part of an apparent campaign of harassment and intimidation, the Hong Kong Democracy Council issues the following statement.

Excerpt from Carmen Lau, HKDC’s Senior International Advocacy Associate:

“I condemn in the strongest possible terms the creation and circulation of these AI-generated, sexually explicit images. This is not only an appalling act of harassment — it is a continuation of the transnational repression I have faced since the Hong Kong SAR government issued a bounty and arrest warrant for me in December 2024. By sending these images directly to my neighbours, the perpetrators sought to turn my own community into a site of fear and surveillance. This mirrors tactics used earlier this year, when anonymous letters that encouraged my bounty hunting were distributed within my neighbourhood. This latest incident reflects the evolving playbook of transnational repression and how artificial intelligence can be weaponised by authoritarian actors to export repression across borders.”

Our October Highlight captured key moments of our work.

In the United Kingdom, we partnered with Praxis to organize a UK parliamentary event entitled “Considering the Impact of Changes to Pathways to Settlement on our Communities.”

We also signed onto multiple joint statements, calling for the release of political prisoners, including Chow Hang Tung and Lee Cheuk Yan, and Gui Minhai.
Carmen also spoke with major outlets, including B.B.C. News, on the imortance of opposing China’s new mega-embassy construction at the Royal Mint Court.

【Freedom and Security: Keep the BN(O) 5-Year Path】

On Oct. 20, we partnered with Praxis to organise a UK parliamentary event titled “Considering the Impact of Changes to Pathways to Settlement on our Communities”. The roundtable discussion, hosted by Emily Darlington MP and Luke Taylor MP, explored how extending the settlement pathway by another five years could impact key groups, including healthcare workers and the Hong Kong community. We also organised a drop-in session following the roundtable discussion, where more than 25 MPs attended.

Opening remarks were delivered by Josephine Whitaker-Yilmaz, Head of Advocacy at Praxis, and featured speakers including Carmen Lau, our Senior International Advocacy Associate; Narmada Thiranagama, National Policy Officer at UNISON; Michelle Lam, a registered social worker; and MaryAnne Oduntan, Representative from the VOICE.

【August and September Highlights】

Our August and September Highlights captured key moments in advocacy across the United States, the United Kingdom, and the United Nations.

In Washington, the Select Committee on the C.C.P. hosted a closed-door roundtable to discuss strategies to counter Beijing’s transnational repression and support Hong Kong’s pro-democracy movement.

At the international level, developments at the U.N. continued to draw attention to transnational repression. Anna Kwok and Carmen Lau were cited in a joint communication by nine mandate holders and in a U.K. statement at the 60th Human Rights Council session.

Carmen also spoke with major outlets including B.B.C. News, C.N.N., Sky News, and the Daily Mail about escalating threats to her safety in the U.K. following the S.A.R. government’s bounty announcement.

【U.N. Concerns About Repression: Nine Mandate Holders Release Communication on China’s Transnational Repression, H.R.C. 60 Debate on Reprisals】

In July, nine U.N. Special Rapporteurs and Working Groups jointly issued a communication to China, raising concerns about transnational repression of exiled individuals. The communication cited a series of cases, including Hong Kong activists wanted under the National Security Law (N.S.L.), each with a HK$1 million bounty — HKDC’s Anna Kwok, Carmen Lau, and our advisor Ted Hui, as well as activists Chloe Cheung, Frances Hui, human rights lawyer Lu Siwei repatriated from Laos, and 40 Uyghurs deported from Thailand.

U.N. experts questioned:
- How N.S.L. prosecutions and bounties comply with freedoms of expression, assembly, and fair trial rights.
- The legal basis for passport cancellations, closed trials, and targeting relatives abroad.
- What safeguards exist against arbitrary detention, refoulement, and enforced disappearances.

China failed to respond within the 60-day deadline.

At the 60th Human Rights Council session, reprisals against individuals who cooperate with the U.N. were debated. The U.K. statement raised concerns about cases in Hong Kong, Belarus, and Vietnam — specifically naming Anna Kwok and Carmen Lau.

【UN Annual Reprisal Report Documents the Cases of HKDC's Anna Kwok and Carmen Lau】

Today, the United Nations Secretary-General published the Annual Report on Reprisals for Cooperation with the UN. The report documents the cases of HKDC's Anna Kwok and Carmen Lau, who were subjected to arrest warrants, HKD $1,000,000 bounties, and passport revocations for engaging with the United Nations and advocating for human rights. This is clear evidence of the Hong Kong National Security Law being used extraterritorially to silence dissent and retaliate against cooperation with the UN.

The report also follows up on the cases of Chow Hang-tung and Jimmy Lai’s international legal team and his son Sebastian Lai, noting continued concerns.

The debate on reprisals is scheduled for Wednesday, 24 September, during the 60th session of the Human Rights Council.

【美國國務院上週發佈《2024 年度各國人權報告》 揭示港府進一步打壓自由與人權】
【U.S. Department of State Highlighed Continued Deterioration of Human Rights in Hong Kong in 2024 Country Reports on Human Rights Practices】

The State Department released the 2024 Country Reports on Human Rights Practices on August 12. The report documented the status of human rights in nearly 200 countries and cataloged the ongoing and intensified repression by the P.R.C. and S.A.R. government.

Excerpt from the executive summary:

Significant human rights issues included credible reports of: arbitrary arrest and detention; transnational repression against individuals outside of Hong Kong; serious restrictions on freedom of expression and media freedom, including unjustified arrests or prosecutions of journalists and censorship; trafficking in persons; and significant restrictions on workers’ freedom of association, including coercive actions against independent trade unions and arrests of labor activists.

【Hong Kong Primary Election Political Prisoner Tiffany Yuen Released Following Sentence Completion】

Formerly imprisoned pro-democracy advocate, Tiffany Yuen, was released on August 18 in Hong Kong after serving over four years on charges of “conspiracy to commit subversion.” She comprised the fourth group of political prisoners to be released among those sentenced for their involvement in the 2020 pro-democracy primary elections.

Their persecution had been part of a broader crackdown under Beijing’s imposition of the National Security Law.

【BBC News Interview: Hackers, secret cables and security fears: The explosive fight over China's new embassy in the UK】

In an interview with BBC News, our senior international advocacy associate, Carmen Lau, highlighted the importance of opposing China's new mega-embassy construction at the Royal Mint Court. This project had drawn thousands of protesters since mid-February, with concerns about potential espionage risks and the threat of increased transnational repression (T.N.R.) against dissidents and pro-democracy advocates. Carmen also shared her personal experience with T.N.R., including instances where her neighbors received anonymous letters that encouraged the bounty hunting of her.
