"In doing this, you will heap burning coals on his head, and the LORD will reward you." Prov 25:22 is not a scripture for heaping coals of fire on those you want to take revenge over or control even if you think they are evil. This is sometimes used by intercessors over those who they think are doing wrong, & maybe they are but Jesus said to not take revenge - ever! The previous verse says: "If your enemy is hungry, give him food to eat; if he is thirsty, give him water to drink." meaning that we should do kind things even to our enemies. And pray for their salvation no matter what they have done and who they are.
