There are promises that must fully come.
1 And when the day of Pentecost was fully come, they were all with one accord in one place.

The term "fully come" implies that this event was complete and significant, fulfilling the expectations of the God’s people and the anticipation of the Messiah.

The Holy Ghost come to complete the significant perfect purpose that God has in your life.
