Ezra 1:1-2
Now in the first year of Cyrus king of Persia, that the word of the LORD by the mouth of Jeremiah might be fulfilled, the LORD stirred up the spirit of Cyrus king of Persia, that he made a proclamation throughout all his kingdom, and put it also in writing, saying, Thus saith Cyrus king of Persia, The LORD God of heaven hath given me all the kingdoms of the earth; and he hath charged me to build him an house at Jerusalem, which is in Judah.

In these 2 verses, it signifies that God can use anyone to accomplish His divine purpose. Here Cyrus the king is a perfect example, for he was a pagan worshipper, but here he was used by God.

Ezra 1:2&7 tells that Cyrus king of Persia was a pagan king, who worship the gods that were made by man; he rule nation and make laws; he lead armies and fight wars; build temple/altars for his gods and make political decisions/ control conquered people.
Yet God chose him to do His work, in verse 1 God stir up the spirit of Cyrus so he could declared who God is. He put in writing that the house of the Lord should be rebuilt in Jerusalem. Therefore the exile were free.
In verse 7 he repalce back the vessels into the house of the Lord that Nebuchadnezzar had took.
Cyrus didn't know God, but here God said to him, I have surname thee even though thou hast not know me. Then God introduced Himself and let him know that there is no other God beside Him.
Therefore, let us condemn no one, for we don't know whose spirit the Lord will stir to do His work.
