Town of Fine, St. Lawrence County Located in Southwest St. Lawrence County,the town covers an area of approximately 169 square miles. The 2000 census population was 1,622.

The town is entirely within the Adirondack Park.

Animals must have a collar and leash, and cats must be in an animal carrier or a pillowcase. All animals must be under the control of an adult.

Deadline approaching for seniors and persons with disabilities and limited income



Many people may have missed that St. Lawrence County recently raised the limits for both the low-income seniors and people with disability property tax exemptions. You can receive the low-income senior exemption if you are 65 years of age or older and make under $30,700. (Please note this is different than STAR.) The disability income limit is now $33,400 for the county. There may be folks that didn’t qualify before but now they may qualify with the new limits. The deadline to apply is March 1st for most towns in SLC and April 1st for the City of Ogdensburg. A workshop is scheduled in neighboring Lewis County in the Town of Diana Municipal building for February 10th from 9am-11am and all are welcome to attend or to drop in for more information or help filling out an application. Applications can be found online on tax.ny.gov. The form for low-income seniors is RP-467 and the form number for disability limited income is RP-459-c. Contact your local assessor’s office for more details, applications or for any additional information.

There have been some questions about pet licensing requirements, which are set by the Department of Agriculture and Markets. To help explain why you might be visited by an animal control officer in the future if your dog is not licensed, please keep the following in mind. The Potsdam Humane Society does not deny adoption applications based on the licensing status of your current pets. However, if your dog is picked up as a stray and brought to PHS without a current license, you must obtain one before they can be returned to you—no exceptions. License fees are affordable, typically ranging from $5.00 to $18.00, depending on your township and whether your dog is spayed or neutered. All applications and renewals require proof of a current rabies vaccination. Be sure to review your town’s specific dog guidelines, as they may vary. We hope this clears up any confusion.

We’ve recently received a notice from National Grid that there will be a planned outage. This outage will affect people in the towns of Edward, Fine, Harrisville, Oswegatchie, and Star Lake. The outage is scheduled for Tuesday, February 10th from 10AM to 12 PM, with a rain date set for Wednesday, February 11th during the same time frame. This will last approximately 2 hours and will impact a total of 435 National Grid customers. There will be calls to inform you, 1 on February 3rd, and a reminder call on February 9th.
