When you see in scripture, “But as it is written” that mean it is already written in the Bible. This is usually Old Testament Prophecy. In this case it comes from Isaiah 64:4

1st.John 3:24

Now he who keeps His commandments abides in Him, and He in him. And by this we know that He abides in us, by the Spirit whom He has given us.

By obedience to the father, we keep his commandments. We then abide, live in Him and He lives in us. He lives in us through the Holy Spirit that He has given us.
