Some incredible work occurring right here in our Synod folks!
Rooted in the theological mandate of Matthew 25, faith is not a passive belief but an active commitment to standing alongside those on the margins. In the borderlands of Tijuana, Mexico, recently deported single mothers working in local maquiladoras face systemic economic exploitation. Grueling hours, poverty wages, and high living costs leave families structurally denied access to basic necessities, resulting in persistent food insecurity.
Scripture frames this economic reality not as an inevitable misfortune but as a condition that demands a righteous response. Matthew 25 makes Christ’s presence explicit in the physical bodies of the hungry, the stranger, and the oppressed (“I was hungry and you gave me food...”). Faithfulness to this call requires a preferential commitment to seeing the world through the eyes of the vulnerable and acting directly to restore their dignity.
In response to this biblical imperative, Welcome Ministry—a Synodically Authorized Outreach Ministry of the Pacifica Synod of the Evangelical Lutheran Church in America (ELCA)—adopted The Casabe Initiative. Named after the traditional flatbread that has sustained communities across generations, the project operates in direct partnership with the Center for Contextual Change (Centro Romero), an established, deeply rooted organization in the binational San Diego-Tijuana region and an ideal anchor partner. Rather than implementing The Casabe Initiative as an external entity, Welcome Ministry works directly with the Center to leverage its proven track record, local trust, and existing operational infrastructure.
Rather than adopting a top-down charity model, the initiative practices true accompaniment—integrating faith, reflection, and transformative action. Here’s how:
*Restoring Dignity & Daily Survival (Grocery & Nutrition Mentorship): Honoring the agency of working mothers, the program pairs participants with licensed nutritionists for guided supermarket trips. Mothers learn to read food labels and stretch their budgets, with the initiative covering the full cost of groceries for the first two trips. This provides immediate relief while reinforcing economic literacy.
*Empowerment & Self-Advocacy (Adult Literacy & Skill Development): To counter systems that undervalue displaced workers, adult education and administrative guidance equip mothers to navigate local legal systems, assert their rights, and pursue greater economic stability.
*Communal Solidarity (Peer Support Groups): Marginalization thrives on isolation. Peer-led support circles provide spaces for collective healing, transforming personal trauma into shared strength and community support.
*Ground-Level Coordination (Cross-Border Partnerships): By bridging structural divides, Welcome Ministry links church resources directly to local organizations in Tijuana, ensuring that mutual partnership—not distant pity—guides every step.
This work is made possible by the Pacifica Synod's faithful commitment and by financial support from the Latino Ministry Endowment Fund. By walking alongside these families rather than offering mere charity, the church fulfills its Matthew 25 mandate: encountering the living Christ along the border, standing against systemic hardship, and honoring working mothers as active builders of their families' futures.
