Adopt a Soldier of Shockoe Hill Cemetery began in 2014 as a public outreach program of the Friends of Shockoe Hill Cemetery, a fiscal partner of the Enrichmond Foundation. As a result of the recent dissolution of the Enrichmond Foundation, the future of the Friends of Shockoe Hill Cemetery is uncertain. Clayton Shepherd, former president of the group, is continuing the work of this program as an i

ndependent liaison between descendants/sponsors and the National Cemetery Administration, and he charges no fee for his services. If you are a descendant of a soldier or sailor interred at Shockoe Hill Cemetery and wish to obtain a grave marker for your family member, or if you would like to sponsor a marker, please contact Clayton Shepherd ([email protected]). The fee of the City of Richmond to place an upright marker is $275, and for a flat marker it is $200. Family members or sponsors can make payment directly to the City of Richmond, and acting as an independent liaison, Clayton Shepherd will assemble all the necessary documentation, have the application endorsed by the cemetery superintendent, and then submit the marker application.
