Rules, regulations, & procedures: (posted Jan.2019)
1. As a general rule the QCC does not buy back burial Lots once they are sold. In rare occasions the Board reserves the right to consider a buy-back expenditure if it deems the situation benefits all parties. The board’s decision is final.
2. The QCC will post two dates for semi-annual grave decoration removal and general clean up: Generally -- the last Saturday/weekend in September & three weeks prior to Easter. Veteran’s flags are generally removed after Veterans Day.
3. The QCC reserves the right to remove any annual or perennial plantings. The QCC reserves the right to address situations as follows (but not limited to): plots presenting unsightly decorations; complaints from adjacent plot owners; safety issues for staff, contractors and visitors; items providing harbor for rodents, reptiles, bees or other pests; encroachment on other burial plots; excessive plantings, digging, roots or sprawl impacting surrounding foundations or monuments.
a. The QCC reserves the right to remove any decorations for similar reasons, especially for safety concerns when items have become broken, loose, or are damaged. Further, all visitors are asked to use common sense with decorations and be respectful of the plots and families around your loved one. Decorations which cross over or interfere with surrounding/adjacent plots will be removed.
b. Small items (stones, marbles, figurines, chunky bark mulch, etc.) which can be become projectiles with mowing or trimming equipment may be removed if deemed a hazard (removed means placed in the dumpster).
c. Glass decorations or containers should not be used, and will be removed by staff if deemed a hazard. Glass containers in cold weather fills with water, freezes and breaks.
d. Items you deem valuable or which hold special memories for you and your loved one should not be left at the cemetery.
4. It is unlawful to bury pets or anything within the plot other than a properly permitted burial.
5. It is unlawful to spread ashes in the Cemetery.
6. It is unlawful to bury ashes in the cemetery without a formal interment and proper permit from funeral home.
7. Deed use and transfers:
a. The QCC will generally require presentation of the original deed for a burial. Families must understand that deeds are transferable, so additional proof and validation of ownership may be requested.
b. Lost deeds may NOT BE honored. Process may require family / owner certifications --- a notarized affidavit signed by more than one person as a family member. All of which must fully satisfy to the QCC that ownership is clearly valid, and such family/signers will hold harmless the QCC against any and future claims if they arise. The QCC reserves the right to NOT honor or re-issue a deed if it is lost. Deed re-issue and transfer fees apply.
8. The QCC is NOT responsible to fix monuments or foundations which are damaged by acts of God, long-term exposure to weather, frost heave and severe winds. Unsafe conditions are addressed by the QCC Superintendent, and judgement of such conditions resides with the Superintendent and the QCC board. Families can request to have upgrades or repairs made at their expense, however, such repairs must be coordinated and approved by the QCC superintendent. The QCC is responsible to maintain and care for the Cemetery grounds itself. Foundations poured by the QCC’s contractor are warrantied for five years, and may take time to install depending on plot/adjacent plot settling and weather conditions.
9. Any and all second monuments placed on a plot must be flush with the ground. No ‘mid-isle’ monuments or statues can be above grade except for in-line with the head stone row.
10. Cremations are recommended to be placed in a vault or in a non-degradable container.
11. Plot sales are recommended to include a minimum of two marker stones with name or initials to be installed at owner’s expense.
12. Errors and remedies; The QCC works hard to maintain records, and measure plots accordingly with many complex issues, including 100 plus years of history and varied staff. If and when a plot is discovered to be compromised by encroachment, or factors beyond the QCC’s control, the QCC superintendent will have the authority make arrangements for plot relocations or deed transfers and other reasonable remedies. Concerns should be directed to the Superintendent.
13. Selling plots: The QCC reserves the right to require four comer stones at purchaser expense for lot sales which jump /leap over current row build outs. The QCC reserves the right to NOT sell plots with leap/over requests as such actions impact site care and record issues, inclusive of QCC board long-term planning and use options.
14. No over-night parking / camping allowed.
15. No driving on any grass surface in the Cemetery except for vehicle two- wheel pull-off along the main drives.
16. No driving on any grass lanes or isles is permitted.
17. Visitors who accidently hit or damage memorial stones with their vehicle are required to notify the QCC; and they (or their car insurance) may be responsible for repairs if/as needed. Visitors who fail to notify the QCC and are later identified will be prosecuted to cover costs.
18. Community Events or other organizations planning ANY event must have written permission from the QCC. This includes placing / setting organizational flags (i.e. this excludes U.S. flags for veterans), special memorial events or items which may create additional maintenance care or time.
19. WARNING: No climbing, sitting, leaning on monuments----Weathered stones with hidden fracture cracks or rusted pinning are very hard to discern. A toppled monument can be very dangerous, and can mame or cause serious injury ----children must be supervised at all times and understand that there is no playing on, sitting, standing, or jumping on monuments.
The Quarryville Cemetery Company strives to maintain this final resting place for loved ones in a clean and safe manner. Decisions are thoughtfully made in consideration for the long-term sustainability of the entire site for many generations to come.
