On this date, March 11, 1878, eight young men with vision in their eyes, enrolled at the newly created Alta Vista Agriculture and Mechanical College of Texas for Colored Youth. Lawrence Washburn (L. W.) Minor from Mississippi and the first principal, welcomed these young men, the first black men to enroll at the second public institution of higher education, with the Agricultural and Mechanical College of Texas being the first.

The University had its beginnings in the Texas Constitution of 1876, which, in separate articles, established an “Agricultural and Mechanical College” and pledged that “Separate schools shall be provided for the white and colored children, and impartial provisions shall be made for both.” As a consequence of these constitutional provisions, the Fifteenth Legislature established “Alta Vista Agricultural and Mechanical College of Texas for Colored Youth” on August 14,1876.

The legislation was proposed by former slaves, now Statesmen – Senators Matthew Gaines and Walter Moses Burton and Representative William H. Holland, who claimed what mattered most.

On August 27, 1973, after many name changes, the school was named its current name, Prairie View A&M University, and its status as an independent unit of The Texas A&M University System was confirmed. It was further confirmed with the constitutional amendment approved by the voters of Texas on November 6, 1984.

New map. Clear story.

EHF's latest interactive research data map shows just how many Texans rely on Affordable Care Act (ACA) health insurance, and how deeply federal subsidies shape what coverage looks like across the state.

The recent "One Big Beautiful Bill" eliminates those subsidies and that puts an estimated 1.8 million Texans at risk for losing their ACA health insurance.

In East Texas, the map shows that ACA enrollment plays a major role in how people get health insurance. In counties like Gregg, where 15 percent of the population is enrolled, subsidies reduce premiums by as much as 95%. That kind of support is what makes insurance possible for thousands of families.

In the state’s largest counties—Harris, Dallas, Bexar, Tarrant, and Travis—the percentage enrolled is slightly lower, but the reach is massive. Nearly 690,000 people in Harris County alone are covered through the ACA.

Waller County Judge Carbett "Trey" J. Duhon, III is the speaker for the Men’s Prayer Breakfast at St. Francis of Assisi Episcopal Church set for May 17, 2025 at 8:30 a.m. in the Parish Hall of the Church on 2000 Phillip Street. Judge Duhon has been serving the residents of Waller County since 2015. Prior to his election, Duhon was a private attorney, and helped to found Citizens for a Better Waller County for residents fighting the Trans-Texas Corridor, and the Waller County Advocacy Group for residents fighting the proposed High Speed Rail project, and has always been a highly-involved citizen who fought against the Pintail landfill. Duhon will share the status of the County and the exciting activities throughout the area.

Judge Duhon has fought to lower the county tax rate, and has passed numerous no new revenue budgets, while at the same time accounting for the county’s growing needs. He spearheaded the efforts to get a new jail, judicial annex, and Precinct 4 annex constructed.

Judge Duhon currently serves on numerous boards throughout the region, including the Waller County Juvenile Board, the Gulf Coast Rail District, and he currently serves as Chair-Elect of the Houston-Galveston Area Council, which serves 7.3 million people in 13 counties in the Houston region.

In addition to his professional services, Judge Duhon’s civic engagements include Waller Area Chamber of Commerce - board member and president; Member, Waller County Economic Development Partnership; Director, Waller County Toll Road Authority; Member, TTC-69 Citizens Advisory Committee to Texas Transportation Commission and Waller County Sub-Regional Planning Commission, president.

Judge Duhon and his wife, Lisa, live in Hempstead and spend their free time doting on their puppy “Charlie” and their 7 grandchildren.
