and spiritual brokenness. Andrew Hayn serves as Co-Founder and Executive Director, bringing both lived experience and ongoing training in human services, recovery support, and biblical leadership. Samantha Huffman serves as Co-Founder and Prayer / Crisis Outreach Lead, offering Christ-centered prayer, compassion, and support for individuals and families in difficult places. BIG THINGS ARE MOVING FOR 99+1 IN SOUTHERN OREGON.
Over the last several weeks, Samantha and I have been working hard to build relationships, listen to Southern Oregon, and turn the 99+1 vision into something real, responsible, and sustainable.
Today, we are grateful to share several important developments.
The U.S. General Services Administration has authorized the U.S. Department of Health and Human Services to accept 99+1’s late Expression of Interest regarding the James A. Redden federal property in Medford, Oregon. HHS has now provided us with the formal application materials to continue through the federal Title V process.
This is NOT an announcement that the property has been awarded to 99+1. There is still significant work ahead. But we are officially moving forward in the federal application process, and we are incredibly grateful for the opportunity.
At the same time, relationships across Southern Oregon continue to grow.
We also have conversations underway with community, education, veteran, youth, recovery, government, nonprofit, reentry, housing, and behavioral-health leaders throughout Jackson and Josephine counties.
Our goal has never been simply to open a building.
Our goal is to build a connected system where someone struggling with addiction, mental health, homelessness, reentry, family crisis, trauma, or another life-changing circumstance can walk through one door and not be left alone trying to figure out where to go next.
The long-term vision includes recovery and treatment pathways, mental-health services, youth and family support, suicide-prevention partnerships, veterans services, reentry support, housing stability, education, employment and life-skills development, peer support, and strong community resource navigation.
We believe Southern Oregon deserves a place where people are seen, relationships are built, existing organizations work together, and second chances become something people can actually reach.
There is a lot of work ahead.
Licensing.
Funding.
Properties.
Partnerships.
Staffing.
Community input.
Federal and state approvals.
And funding is becoming increasingly important.
As we move deeper into the federal process, 99+1 must be able to demonstrate that we have the financial strength and operating capacity to responsibly open, staff, maintain, and operate a facility at the level being proposed.
That means we are actively looking for individuals, businesses, foundations, churches, lenders, philanthropic partners, and community leaders who believe in second chances and may be interested in helping move this vision forward.
We are not asking anyone to blindly fund an idea.
We are building the plans, partnerships, licensing pathways, program infrastructure, financial models, and accountability necessary to show that 99+1 can responsibly carry this mission forward.

BIG NEWS FROM 99+1 — THE LIGHTHOUSE IS MOVING FORWARD IN SOUTHERN OREGON

The 99+1 Lighthouse began as a vision right here in Indiana.

We worked to build it here. We shared the vision, searched for property, reached out for partnerships and tried to create the support necessary to make it happen.

But the vision never found the level of acceptance and momentum it needed to grow.

So we kept praying. We kept working. And we kept knocking on doors.

Then doors started opening nearly 2,000 miles away.

Today, Samantha and I are excited to announce that The 99+1 Lighthouse has moved into active predevelopment planning in Medford, Oregon.

We are currently exploring the Rogue Community College property at 117 S. Central Avenue in downtown Medford as the potential home of an approximately 100–125-bed, 24/7 behavioral-health, substance-use recovery, treatment, reentry and community-support campus.

The vision is much bigger than simply opening another recovery center.

We are working toward an environment that brings together behavioral-health and substance-use services, residential support, peer recovery, case management, reentry services, workforce and life-skills development, family support and community partnerships under one coordinated model.

The City of Medford has opened a direct planning conversation with us regarding the project, including land-use and permitting considerations, Oregon licensing requirements and future public-funding opportunities.

At the same time, we have begun assembling the professional foundation needed to move something of this size forward — including conversations in development management, healthcare regulatory law, architecture, construction, banking and community-development finance.

There is still a tremendous amount of work ahead.

The property is not ours yet. The funding is not complete. The licenses still have to be pursued. The building still has to be designed and developed for what we are trying to accomplish.

But something has changed.

This is no longer simply an idea Samantha and I are talking about.

The foundation is being built.

And now we are inviting others to help us build it.

This is no longer simply a vision we're talking about. We have entered the work of making it happen.

99+1 From Ashes to Fire Revival Ministry Inc. is officially launching the capital campaign for The 99+1 Lighthouse, a permanent recovery and community resource center planned for downtown Plymouth.

We have identified a potential property and are actively working through acquisition, due diligence, public and private funding opportunities, regulatory preparation, and community partnerships. Because property negotiations remain ongoing, we will not publicly identify the location at this time.

There is still a tremendous amount of work ahead, and nothing about the property or public funding is guaranteed. But we believe the time has come to invite our community, businesses, foundations, churches, organizations, and individuals to help us build something extraordinary for Plymouth and Marshall County.

Sam and I graduated this weekend from the NAMI Connection Class!

Over the weekend, 15 individuals were trained and certified to facilitate NAMI Connection Recovery Support Groups. These newly trained leaders are from Columbus, Muncie, Elkhart, Anderson, and Indy -- helping extend NAMI's presence in their local communities. Congratulations!
