The second question Pope Leo's intention presses on us is harder for any single parish to answer alone: which pastoral needs transcend our boundaries entirely? Loneliness does not carry a parish membership card. The isolated elderly widower in the East End, the international graduate student near Pitt with no Catholic community in his own language, the discharged psychiatric patient with nowhere to go on a Sunday morning — none of these needs stops conveniently at a parish boundary line drawn on a diocesan map decades ago for reasons that had little to do with how people actually move through Pittsburgh today.

In recent months, our headlines have carried a word many of us thought belonged to a darker era: "tactical nuclear weapons." Military planners now speak of low-yield warheads as if they were simply another tool of statecraft — precise, contained, "usable." I write to you because the Church has something clear and urgent to say about this, and because our own consciences are implicated in it, not only the consciences of generals and heads of state.
