Francis (ISM) is an emergent church located in Phelan, Calif., that welcomes people from all walks of life regardless of religious affiliation, race, gender, sexual orientation, or nationality. Francis (ISM) was founded by the Rev. Warren, pastor. Originally an outreach ministry of the Episcopal Church, St. Francis became an independent ministry Jan. 2016. Currently, we live stream mass every Sunday morning at 10:30am (PST). Special celebrations on holy days are announced in advance. WHO WE ARE

The following terms best describe who and what we are at St Francis:

INDEPENDENT: We recognize the three-fold ministry of deacons, priests and bishops. We are an independent parish in communion with other independent parishes and ministries with episcopal support and guidance. PROGRESSIVE: We hold Scripture, Tradition and Reason in equal importance. We are not biblical literalists nor do we believe in biblical inerrancy. Nevertheless, we believe that Scripture contains God's message to his people. We look to the traditions of the Early Church and the Didache to guide us in our worship and liturgy. We believe God wants us to engage with him not only on a spiritual level, but intellectually as well. We are committed to a Social Gospel message and the emphasis of Liberation Theology. SACRAMENTAL: We believe in the 7 Sacraments of the Church. LITURGICAL: We worship God through liturgy. We are primarily an Anglican Rite community based on the liturgies found in the 1979 Book of Common Prayer. INCLUSIVE: We believe that Christ died for ALL the world. We welcome ALL who come and worship with us regardless of gender, race, sexual orientation, gender identification, marital status, nationality, etc. We take literally Jesus' words, "As you have done to the least of these, so have you done to me."

Dear Friends,

Last February I visited the Philippines to explore ministry opportunities. Upon returning, I formed The St. Francis Foundation, Inc., a religious 501(c)(3) nonprofit organization, which was approved in September 2026.

A dedicated and talented group of volunteers serve on the Board of Directors and the Advisory Committee. I serve as the CEO, as well as being the founder/pastor of the St. Francis ISM, an on-line ministry with more than 20,000 followers. Jerome Mateo, located in Laoag, Philippines, is a businessman and community influencer, and serves as our Chief of Operations/CFO. Richard Nungaray, a university student in California, serves as our Tech Advisor/Secretary. Nicko Balicoco, located in Dingras, Philippines, is a professional educator and community activist, and serves as our Chief of Education Outreach. Our advisory committee in the Philippines includes Danilo Talusig Aquino, an events planner and spokesperson, Sharon Damo, a community volunteer, and Aleda Ramos Manzanillo, a member of a local high school PTA and a community volunteer.

Our mission is to provide quality education and holistic development for underprivileged students, nurturing their potential through academic support, character formation, and community engagement inspired by the values of compassion and service. To date, we have sponsored seven students and provided support to three different schools. In the past few months, we have invested nearly $10,000 in achieving our goal.

I am returning to the Philippines November 1st for four months. A busy itinerary is planned to include a high school writing contest for seniors at a school in the small community of Barong; adult English lessons in Laoag, develop an LGBTQ support group; and weekly Sunday mass. To grow our work in the Philippines, we need to register with the Philippine government, a cost of about $2,000.

The need is great and requests from students and schools are flowing in from the Philippines, as well as Africa, Bangladesh and India. What began as a visit to the Philippines in February quickly evolved into an international mission. Unfortunately, we must refuse most requests for help due to limited funds. Five generous people have made donations, and I have been able to provide the bulk of the money needed to kick off our work, but the time has come for us to start serious fundraising.

CLERGY AND POLITICAL ACTIVISM

It’s odd when Christians say we who are clergy should be apolitical. Have they not read the Jewish prophets? They were always confronting kings and addressing policies. Or what about the Magnificat in Luke’s Gospel? It’s a politically revolutionary statement. Or the fact that Jesus was sentenced to death by the Roman government, or that Rome and Christianity were at odds until Christianity became a state-sanctioned religion under Emperor Constantine? The Bible and the history of Christianity is very political!

Complacency in the face of evil is complicity. I think of all the great leaders in the Church who resisted the state, fought oppression, led God’s people in protest marches, and those who were martyred for proclaiming the kingdom of God. We cannot allow our white privilege to become an excuse to remain silent when evil seeks to oppress and disenfranchise those who look, love, and believe differently from us.

Jesus said we are to take up our cross and follow him. Today’s cross for us who believe in the good news of Christ is resisting evil regimes who continue to oppress and murder people based upon their ethnicity, nationality, gender, religious beliefs, and whom they love.

Today’s livestream mass is canceled due to technical difficulties. We use OneStream to stream our services, and the program has not worked properly the past 3 weeks. We will cancel our subscription to OneStream and livestream on FB until we find a reliable streaming program.

Humans seem to have an innate bloodlust, a craving for an eye for an eye justice. Despite the claims that capital punishment deters capital crimes, the historical evidence speaks to the contrary.

Executions are a vain attempt to erase the memory of those who commit nightmarish acts of violence amongst us, but it does not stop those intent on committing such heinous acts in the future. Rather, it feeds the seed of violence embedded in all of us. In executing the worse amongst us we hope to kill the darkness that lies in all of us; however, there is only one prescription that can turn a hardened heart and that is to love our neighbor as ourselves and to see God’s image in all people, even those who whom we fear.

Justice must include mercy. “An eye for an eye” was originally meant as a guideline for judges and courts to ensure proportional punishment and stop endless clan blood feuds, but Christ, the Prince of Peace, calls us to reject retaliation and vengeance, and to show grace, mercy, and love for those who seek to harm us. Jesus did not call for retribution for those who crucified him, but asked for forgiveness. We, too, are called to bear peace in a world wrought with violence and retribution.

STATEMENT ON CAPITAL PUNISHMENT

The St. Francis Foundation joins with our brothers and sisters from other Christian communions and denominations who condemn capital punishment. Furthermore, we call on the leaders and voters in the United States to ban the use of capital punishment nationwide.

We further condemn the recent announcement from the Secretary of Defense Pete Hegseth to broadcast live the ex*****on by firing squad of a military officer convicted of conducting a domestic terrorist act on a military installation that resulted in the deaths of his fellow service members. While the actions of this military officer were abhorrent and rightfully call for life in a military prison, promoting his ex*****on on live television and social media is repugnant and antithetical to our democratic principles.
