God called for the people of Judah to return to Him, in one final appeal, before the 400 years of silence, and the incarnation of Jesus Christ... And the response to Him? "Wherein shall we return?" Why would we need to return? In what way have we left?
"I have no pleasure in you, saith the LORD of hosts, neither will I accept an offering at your hand... my name shall be great among the Gentiles."
What a sad book, yes, but also, what a picture and reminder of God's grace and goodness. Even within judgement, there is grace. When God promised to come to judge wicked Judah in chapter 3, unbeknownst to them, that is also the promise of a Saviour who would make a way of salvation for all, through His atoning death.
