Twitter Since the advent of the "drug wars" in the early 1970s, incarcerated rates have skyrocketed in the United States. Minorities have felt the impact the most, as it has ripped families apart and created barriers for the ex-offender who is trying to rehabilitate. It also has a significant impact on government resources as more prisons are built and mor

e correctional officers are hired, thus using up valuable resources. In California, recidivism rates are 70%, about half of them re-offending within 30 days of release, creating a revolving door effect on this population.

The Alternatives to Incarceration (ATI) Office was created by the Los Angeles County Board of Supervisors to lead justice reform efforts and make the vision of Care First, Jails Last a reality. Policies and programs developed offer a roadmap to divert people away from the criminal justice system, interrupt the path towards the criminal justice, and provide services to those in need.

The success of these efforts hinges on expanding a strong pool of qualified, community-based service providers who can deliver qualified care. That is why ATI launched the Incubation Academy. Designed and implemented by LISC LA and LISC's Safety & Justice team, the Incubation Academy provides training and technical assistance to small, grassroots organizations that have historically been performing these services but have faced challenges obtaining government contracts and funding. Expanding the capacity of service providers is foundational to justice reform efforts countywide. Los Angeles County is committed to its vision of Care First, Jails Last and treatments to more people. If you're interested in participating in the Academy, click here to apply.

The Alternatives to Incarceration (ATI) Incubation Academy aims to help small to mid-size community-based organizations scale their capacity to address the County’s shortage of much-needed treatment and services for justice-involved individuals.
