Early this morning, Illinois State Police (ISP) Director Brendan F. Kelly announced the death of Trooper Clay M. Carns.

Around 9:42 p.m. on Monday, December 23, 2024, Trooper Carns was outside of his squad car removing debris from a lane on southbound I-55 north of Blodgett Road near Channahon when he was struck by a passing vehicle. Trooper Carns was taken to St. Joseph Hospital in Joliet, where at approximate 10:45 p.m., he succumbed to his injuries. The crash is still under investigation and additional information is not available at this time.

“This is a sad day for the Illinois State Police as we mourn the death of Trooper Clay M. Carns who was killed while serving the people of Illinois and working to keep our roadways safe,” said ISP Director Kelly. “Please keep Trooper Carns, his family, loved ones, and his ISP family in your thoughts, prayers, and hearts during this most difficult time.”

Trooper Carns was 35 years old and served 11 years as an officer with ISP. He was assigned to Troop 3. He is survived by his wife Meghan, children Gray and Ally, and parents Patti and Danny Carns.

Please pray for his young family, friends and fellow officers.

Chaplain Ron Prosise is the Califonia State Guard Chaplain and has published a resource book that can be very helpful to those who provide pastoral care to families in extremely difficult situations. See below for Ron's comment:

"Throughout the years as a Southern Baptist chaplain, I have wished that I had a resource to give when I have made casualty notification calls, or crisis interventions, or trauma counseling, to gently lead people to the hope of Jesus Christ. I have just published a book that does just that. There are many good books that have been written on suffering. But when someone is in crisis – whether it’s a medical issue, an accident, a divorce, the death of a family member, or some other catastrophe – they typically can’t plow through a book. This is different. It guides people through the different responses to trauma: Shock, Anguish, Questions, Instability, Fear, Anger, and many more, using a specific psalm for each response. It gives insights and encouragement to help someone move forward in a positive way."

I have read the book and see it as a resource for chaplains, grief counselors and crisis interventionists.

National Incident Management System (NIMS) and the Incident Command System (ICS)

I have had numerous people contact me to ask or complain about why the President and the Coronavirus Taskforse is involves in this pandemic incident. I have watched the briefings on TV and seen that even some news media individuals have no idea of the National Incident Management System (NIMS) and it’s process.

The National Incident Management System (NIMS) and the Incident Command System (ICS) were both started when The Department of Homeland Security saw the need for a structured response to a major incident or disaster. The ICS is a function under the NIMS. This system of command and control became the standard response to all types of disasters. Each agency working in this pandemic has an internal structure in compliance with the NIMS and ICS response systems. More information is found at:

Here is a rough illustration of the current NIMS and ICS response systems relate to this COVID-19 Pandemic. This is only a possible illustration of how the process of care is streamlined through this pandemic.

Each independent service provider has an incident command system (ICS) to delegate their specific response to the incident at hand. In this case that would be the local medical industry; health departments; Public works; local government offices; the local volunteer agencies active in disasters and all emergency services agencies, including first responders. In some cases the private sector will work under one of the above or a higher level of authority.

The next level up of the ICS is the county emergency operations centers (EOC) who oversee the responses of the above responding agencies. In some cases there are Emergency Operations Centers and Emergency Management Centers for the agencies that report to or coordinate through the county EOC or the State Emergency Management Agency (EMA).

Above the EOC is the State ICS who’s leader is the Governor and their EOC or Emergency Management Agency (EMA). They report the needs of the ICS’s under them to the Federal Emergency Management Agency (FEMA).

Federal Emergency Management Agency (FEMA), who operates under the office of Office of Homeland Security and reports in this case to the Coronavirus Taskforce. The Coronavirus Taskforce works like a Unified Command Center (UCS), with an ICS or EOC structure to coordinate data that is collected, delegate additional resource management and recommend deployment of resources.

The US Executive Office (Office of the President) is the chief incident commander. The President makes recommendations and issues executive orders based upon the recommendations of his ICS team the Coronavirus Taskforce
