The HOME Church (UPCI) of Johnson City, TX had its humble beginnings in the living room of Shelton and Billie Fluitt in February of 1957. This couple felt the call to start a Home Missions work in the home town of Lyndon B. Johnson and so The Johnson City United Pentecostal church (original church name) was born. The 12 charter members (5 adults and 7 children) of The HOME Church soon outgrew the

Fluitt’s living room and purchased 4 prime acres on Highway 290 West just within the city limits. This new property included both a four bedroom house, which the Fluitts moved into, and a shop building which they remodeled and used as the church building until the property was paid for. After the land was debt free, an architect member of the church designed a scale model of the next church building referred to many as “The Dome Top Church,” for its dome-shaped roof. Soon after, the old shop building was demolished, and construction began on the new dome-shaped edifice. During this transition, early HOME Church members congregated in a metal building on the Fluitt’s ranch, and in times of cold weather met in the ranch house living room. In February of 1964, members of The HOME Church held their first service in the new building, a monumental way to celebrate their 7 year anniversary! For 38 years service was held in the dome-shaped building, and through those years many conversions, healings, miracles, and works of the Spirit took place! There were also a few changes in pastoral leadership, until our current pastor, Rev. Gregory Steele, was elected in 1993

After 38 years of steady growth the need for a new building arose. Soon the church purchased 7 acres on Highway 281 North, the exact same property on which the church started back in 1957. Of course the house was no longer standing, but the property was the same. Over the next few years, men and women from the church sacrificed their time and effort to clear the land, and erect a new building. This was made possible by the many talented carpenters and builders in attendance. Not only did we change buildings but we changed names from The Johnson City United Pentecostal Church, to The HOME Church, House of Mercy and Evangelism. Our doctrine and affiliation with the United Pentecostal Church International remained constant. About a year later, August 18, 2004, Rev. Shelton Fluitt, one of our church pioneers passed away. The dream he and his wife had years ago to pioneer a church in Johnson City, TX had come to pass.

2021 - Many changes have come, and yet our message remains clear! Love souls and become a HOME for the broken and lost. Create a community of believers, who worship and where prayer and the Truth of Jesus is our message and foundation.

Roy David Phelan
May 19, 1959 – February 12, 2026

It is with heavy hearts that we announce the peaceful passing of Roy David Phelan on February 12, 2026, at his home, in the comforting embrace of his family, after a courageous battle with cancer.

Roy was born on May 19, 1959, in Austin, Texas. He was the son of Calvin Houston and Melba Marie Phelan, who preceded him in death, along with his beloved sisters, Linda Cribb, Pamela K. Alvarez, and Helen Sue Martin. He is survived by his devoted wife of 24 years, Sharon Eller Phelan, and his loving son, Alexander Eller. His presence will be deeply missed by his sister, Vanessa Castoria; his brother, Rusty Phelan; his nieces, Melissa Wells, Maggie Conti, Melinda Castoria, Angela Lloyd, and Christal McFerrin; his nephew, Jason Castoria; and numerous great- and great-great-nieces and nephews, all of whom he loved deeply.

Roy and Sharon were married on October 27, 2001, in Kingsland, Texas—a union that stood as a testament to their shared commitment. A master craftsman, Roy owned Mustard Seed Stonework in the Texas Hill Country for over two decades. As a stonemason, his artistry was immortalized in the grand retaining walls of Falkenstein Castle in Burnet, Texas, as well as in his contributions to the Texas State Capitol.

Roy was a proud and active member of HOME Church, where he faithfully volunteered his time maintaining the church grounds. He also served as Fire Chief of the Hoover Valley Volunteer Fire Department, where his leadership and dedication were evident throughout his years of service. His passion for Western art reflected his generous spirit, as he often donated his beautiful stone and wood creations to fundraisers, helping those in need within his community.

Roy’s humor was a defining characteristic; his dry wit and the mischievous twinkle in his eye made him a delight to be around. He loved observing people’s reactions, bringing laughter and lightness to those who needed it most. A lover of the outdoors, Roy was a hardworking man who found both solace and satisfaction in nature’s embrace. His life was a testament to resilience, kindness, and an unwavering commitment to his family and community.

As we say goodbye, we celebrate a life filled with love, laughter, and selfless service. Roy’s legacy will live on in the hearts and hands of those he touched, forever inspiring us to live with the same generosity.

A Memorial Service will be held at 10:00 a.m. CST on May 19, 2026, at HOME Church in Johnson City, Texas, officiated by friends and Pastor Greg and LaKay Steele.
