From C-SPAN’s Video Library: Queen Elizabeth II became the first British monarch to address a joint meeting of Congress during her May 1991 state visit to Washington, DC, following the American and British coalition victory in the Gulf War. The queen focused her speech on the shared democratic traditions of the United States and the United Kingdom.

On Tuesday, her son and successor, King Charles III, will also address a joint meeting, as the “special relationship” between the U.S. and United Kingdom faces new strains over President Trump’s tariff policies and the war in Iran.
