The sheep of God represents his people who believe and follow him and his son Jesus Christ. Both God and Christ, and men and women are described as shepherds in scripture. And shepherds are referred to as pastors.

Luke 15: 1-2 (KJV)
1 Then drew near unto him all the publicans and sinners for to hear him. 2 And the Pharisees and scribes murmured, saying, This man receiveth sinners, and eateth with them.

Luke 15: 3-7 (KJV)
3 And he spake this parable unto them, saying, 4 What man of you, having an hundred sheep, if he lose one of them, doth not leave the ninety and nine in the wilderness, and go after that which is lost, until he find it? 5 And when he hath found it, he layeth it on his shoulders, rejoicing. 6 And when he cometh home, he calleth together his friends and neighbours, saying unto them, Rejoice with me; for I have found my sheep which was lost. 7 I say unto you, that likewise joy shall be in heaven over one sinner that repenteth, more than over ninety and nine just persons, which need no repentance.

In the parable of the lost sheep, the man represents Jesus Christ.

The hundred sheep represent the people of God who believe and follow him.

The lost sheep represents one of his people who went astray, became lost in sin, was found, and called by Christ to repentance. He repented of his sin, and returned to God.

The friends and neighbors represent angels in heaven, who rejoice more over one sinner that repents than ninety-nine just people who need no repentance.

1 And the word of the Lord came unto me, saying, 2 Son of man, prophesy against the shepherds of Israel, prophesy, and say unto them, Thus saith the Lord God unto the shepherds; Woe be to the shepherds of Israel that do feed themselves! should not the shepherds feed the flocks? 3 Ye eat the fat, and ye clothe you with the wool, ye kill them that are fed: but ye feed not the flock.

Ezekiel 34: 4 (KJV)
4 The diseased have ye not strengthened, neither have ye healed that which was sick, neither have ye bound up that which was broken, neither have ye brought again that which was driven away, neither have ye sought that which was lost; but with force and with cruelty have ye ruled them.

Ezekiel 34: 7-10 (KJV)
7 Therefore, ye shepherds, hear the word of the Lord; 8 As I live, saith the Lord God, surely because my flock became a prey, and my flock became meat to every beast of the field, because there was no shepherd, neither did my shepherds search for my flock, but the shepherds fed themselves, and fed not my flock; 9 Therefore, O ye shepherds, hear the word of the Lord; 10 Thus saith the Lord God; Behold, I am against the shepherds; and I will require my flock at their hand, and cause them to cease from feeding the flock; neither shall the shepherds feed themselves any more; for I will deliver my flock from their mouth, that they may not be meat for them.

23 And I will set up one shepherd over them, and he shall feed them, even my servant David; he shall feed them, and he shall be their shepherd. 24 And I the Lord will be their God, and my servant David a prince among them; I the Lord have spoken it.

Matthew 9: 35-36 (KJV)
35 And Jesus went about all the cities and villages, teaching in their synagogues, and preaching the gospel of the kingdom, and healing every sickness and every disease among the people. 36 But when he saw the multitudes, he was moved with compassion on them, because they fainted, and were scattered abroad, as sheep having no shepherd.

Many of the shepherds of Israel cared more about themselves than the people of God.

Therefore, God promised to set up one chief shepherd over his people.

Jesus Christ is the chief shepherd (1 Peter 5:1-4, KJV) that God set up over his people.

21 For the pastors are become brutish, and have not sought the Lord: therefore they shall not prosper, and all their flocks shall be scattered.

10 Many pastors have destroyed my vineyard, they have trodden my portion under foot, they have made my pleasant portion a desolate wilderness.

Jeremiah 22: 22 (KJV)
22 The wind shall eat up all thy pastors, and thy lovers shall go into captivity: surely then shalt thou be ashamed and confounded for all thy wickedness.

Jeremiah 23: 1-2 (KJV)
1 Woe be unto the pastors that destroy and scatter the sheep of my pasture! saith the Lord. 2 Therefore thus saith the Lord God of Israel against the pastors that feed my people; Ye have scattered my flock, and driven them away, and have not visited them: behold, I will visit upon you the evil of your doings, saith the Lord.

Jeremiah 23: 3-4 (KJV)
3 And I will gather the remnant of my flock out of all countries whither I have driven them, and will bring them again to their folds; and they shall be fruitful and increase. 4 And I will set up shepherds over them which shall feed them: and they shall fear no more, nor be dismayed, neither shall they be lacking, saith the Lord.

The pastors of the children of Israel were elders, judges, prophets, priests, kings, one prophetess (Judges 4:1-9, KJV), and one queen (2 Kings 11:1-3, KJV) that ruled over the people of God.

They were shepherds.

Many of them cared more for themselves than for the people of God.

Both men and women are described as shepherds in scripture (Genesis 4:2; 29:1-9; Exodus 2:16-19, KJV).

And shepherds are referred to as pastors.

The prophet Isaiah wrote about Jesus Christ, who would come and shepherd the people of God.

Jesus is described as the good shepherd and the people of God as his flock or fold (John 10:11, 14-16; 16:15, KJV) in scripture.

169 Let my cry come near before thee, O Lord: give me understanding according to thy word. 170 Let my supplication come before thee: deliver me according to thy word. 171 My lips shall utter praise, when thou hast taught me thy statutes. 172 My tongue shall speak of thy word: for all thy commandments are righteousness. 173 Let thine hand help me; for I have chosen thy precepts. 174 I have longed for thy salvation, O Lord; and thy law is my delight. 175 Let my soul live, and it shall praise thee; and let thy judgments help me. 176 I have gone astray like a lost sheep; seek thy servant; for I do not forget thy commandments.

God is described as a shepherd in scripture.

His people who believe and follow him are described as the sheep of his pasture.

They can go astray, become lost in sin, and pray to him to help them return to him.

They can be scattered, killed, and slaughtered for believing and obeying him.

God allowed men and one woman by the named of AthaIiah (2 Kings 11:1-3, KJV) to reign over the children of Israel.

These rulers were shepherds over the people of God.

Both men and women are described as shepherds in scripture (Genesis 4:2; 29:1-9; Exodus 2:16-19, KJV).

God raised up many men, and one woman named Debrah (Judges 4:1-9, KJV) to judge the children of Israel.

These judges were shepherds of Israel.
