The Spirit and the Bride say, “Come.” And let the one who hears say, “Come.” And let the one who is thirsty come; let the one who desires take the water of life without price. Rev 22:17

Jesus says "take freely" - There is no payment, no emotion or act of service required. No belief or repentance, just come and I will give it to you. Like a public water fountain, no payment need to experience the solution to thirst, only the need and the willingness to come and drink. Available to the rich and the poor all the same.
