The New Birth is the legal prerequisite for the Baptism in the Holy Spirit. You don't have to "beg" for a promise. If a father promises his child a gift, the child doesn't need to plead for it—they simply need to be present to receive it. Starting with the Promise shifts the atmosphere from one of "seeking" to one of "expecting." You can't house the "clothed power" of the Spirit until the "inner man" has been recreated.
