As we approach the weekend, icy roads and cold weather may make travel unsafe. The church never asks the faithful to place themselves at risk. Please use prudential judgement when deciding whether to travel. All regularly scheduled Masses will still be celebrated, and those who are able to attend safely are welcome to do so. The obligation to attend Mass on Sundays and holy days presumes that it is safe and reasonably possible. When travel is dangerous due to ice or severe weather, the obligation does not bind. In such cases, there is no obligation and no need for a dispensation.
The catechism of the Catholic Church teaches: "The Sunday Eucharist is the foundation and confirmation of all Christian practice. For this reason the faithful are obliged to participate in the Eucharist on days of obligation, unless excused for a serious reason" (CCC 2181)
Those unable to attend Mass are encouraged to sanctify Sunday at home by praying with the scriptures, making a spiritual communion, praying the Liturgy of the hours, or watching or listening to a Mass broadcast.

Spiritual Communion: My Jesus, I believe that thou art present in the Blessed Sacrament. I love Thee all things and I desire Thee in my soul. Since I cannot receive Thee sacramental, come at least spiritually into my heart. As though thou wert already there, I embrace Thee and unite myself wholly to Thee; permit not that I should ever be separated from Thee (St. Alphonso Maria de' Liguori)
