Isn’t the sidewalk city property yes

REMINDER:
CITY SNOW REMOVAL POLICY:
All owners or occupants of property within the limits of the City of Covington, shall remove or cause to be removed the snow from their sidewalks within 12 hours after the snow has ceased to fall. If the snowfall occurs during the night or on Sunday, it shall be removed by 12:00 noon the following day. Code Section: 40-9.
