Lutherans do not deny that people make real choices.

A man chooses what shirt to wear. He chooses whether to take a job. He chooses whether to eat steak or chicken. Those are genuine choices.

What Lutherans deny is that fallen man has the spiritual ability to choose God, create faith, cooperate in conversion, or move himself toward salvation.

Luther called this the difference between the will being free in earthly matters and bound in spiritual matters.

Human choices are genuine choices because people act according to their own desires, intentions, and judgments.

The Formula of Concord actually speaks this way. It affirms that people think, will, choose, and act, while denying that fallen man can by his own powers convert himself or cooperate in his conversion.

Humans possess a will, but after the Fall that will is not spiritually free toward God.

The Formula of Concord says that before conversion a person is "dead in trespasses and sins" (Eph. 2:1). A dead person does not contribute to being made alive. Therefore, fallen man does NOT have free will in spiritual matters. He cannot, by his own reason or strength, choose Christ, create faith, decide to be converted, or cooperate in his conversion and this is one of the main doctrines that separates us from other faith traditions that you can "accept" Christ or "make a decision for Him." That false teaching distorts Holy Scripture and misinterprets it to their error.

Before conversion: no spiritual free will.
Conversion: entirely God's work through Word and Sacrament.
After conversion: the regenerate Christian cooperates in good works and can resist the Holy Spirit, but even then faith itself remains God's gift.

Main point if you want to follow teaching that sticks to the Bible alone is: Faith is created by the Holy Spirit through the Gospel, not by a decision of the human will.
