Bishop Earl L. Carter was born in Lillian, Virginia and later moved to Baltimore, Maryland, which became his new found home. On Sunday, November 2, 1952, Bishop Carter was led to the St. Paul Church of the Apostolic Faith, under the leadership of the late Bishop William S. Barnes Sr., where he was baptized in Jesus' Name, and subsequently received the Holy Ghost. As a member Bishop Carter served in a variety of capacities such as, a choir member, pastor's aide and Sunday School Superintendent. In addition to serving at St. Paul, he served at the Rehoboth Church of God in Christ Jesus, under the leadership of the late Bishop Randolph A. Carr, and then thereafter, the First United Church of Jesus Christ, under the leadership of Bishop Monroe R. Sanders, Sr.
As a man who believed in receiving biblical education, he attended Rehoboth Bible Institute, studied Biblical Systematic Theology at Rehoboth Church of Jesus Christ, and Old Testament Survey at the United Biblical Institute. After being sent to evangelize in Salisbury, Maryland, Bishop Carter began to pastor The First United Church, Apostolic Eastern Shore in 1966. After being released from this assignment in 1968, he moved back to Baltimore, Maryland. In June of 1968, Bishop Carter founded Shiloh United Church Apostolic and membership quickly began to grow as a result of souls seeking and finding a place of refuge. In May 2001, Bishop Carter moved Shiloh to a beautiful place of worship in the Woodberry section of Baltimore.
In addition to his commitment to his local church, Bishop Carter also served faithfully in the Mid Atlantic District of United Church of Jesus Christ (Apostolic). He became the president of the District Brotherhood and was later elevated to District Overseer. In 2001, Bishop Carter was elevated to the office of Bishop and remained a pillar of faithfulness and commitment in the organization. Bishop Carter's charismatic and unique style of preaching was captivating to many.
