🚨 ALEXANDRIA WATER: COVER-UP OR COINCIDENCE?

You decide.

IDEM’s public Alexandria update says there were only two reportable and investigated E. coli cases in Madison County in 2025 one in mid-March and one in early May and says neither originated from a municipal water supply. https://www.in.gov/idem/cleanwater/drinking-water/community-drinking-water-info-madison-co/

But a July 8, 2025 email chain shows something IDEM’s public page does not account for.

Alexandria Water Superintendent Mark Caldwell emailed Anthony Simons, Public Affairs Director for the Lt. Governor’s office, and copied Clint Woods IDEM’s Inspector for Water in Madison County.

In that email, Caldwell confirms that a 4-month-old child was admitted to Community Hospital in Anderson with E. coli.

He further states:

“A Doctor has stated the baby has e coli and it has been stated…from bath water.”

That infant case was from late June. (Email attached as image below)

So why does IDEM’s later public explanation mention only March and May cases? Were all the other cases mentioned discarded as well?

Now add the rest of the timeline.

The same IDEM inspector, Clint Woods, is on public meeting video saying a chlorine reading of 0.09 is a “good number.” .2 is the state minimum. .09 is more than 50% below.

Moments later, Mayor Todd Naselroad publicly declares Alexandria’s water safe to drink.

Then IDEM later claims by email that the home had a water softener.

But when IDEM returns to Lisa Mullins’ home to take a new test, they ask her directly if she has a water softener.

She says no.

Then they take a bag, say “THIS IS BLEACH,” place it over the faucet for several minutes, and only after that proceed toward the chlorine reading.

Read that again.

A low chlorine reading gets publicly treated as acceptable.

The mayor declares the water safe.

IDEM points to a water softener.

The resident says there is no water softener.

Bleach is placed over the faucet before testing.

And the late-June hospitalization of a 4-month-old child with E. coli confirmed in writing by Alexandria’s own Water Superintendent to the Lt. Governor’s office, with IDEM’s Madison County water inspector copied is missing from IDEM’s later public accounting.

That is not transparency.

That is not accountability.

That is not how public health agencies should behave when families are reporting sickness, residents are demanding answers, and the public is being told the water is safe.

The question now is simple:

Who knew about the 4-month-old child?

Who decided not to include that case in IDEM’s public explanation?

Why was a 0.09 chlorine reading called a “good number”?

Why was the public told the water was safe moments later?

Why did IDEM claim a water softener, then return and ask the resident if she had one?

And why was bleach placed over the faucet before another chlorine reading? Remind you this is all happening while the Alexandria City Utilities are bankrupt swinging from 1.5 million cash postive to a documented 1.1 million cash negative balance. On the record it appears to be a further deficit than that, but no less than an almost 3 MILLION dollar swing.

Cover-up or coincidence?

You decide.
