REPRESSIVE VOTING RIGHTS LAWS
Black Codes (1865–1866)
The Black Codes were a series of laws enacted by Southern states immediately after the Civil War
to control the lives of newly emancipated African Americans and preserve white supremacy. Passed
between 1865 and 1866, these laws restricted many of the freedoms that formerly enslaved people had gained through emancipation. The codes limited where African Americans could live and work, prohibited them from serving on juries, restricted their ability to own fi****ms, and imposed harsh
penalties for unemployment or violating labor contracts. Many states also required Black workers to sign yearly labor agreements, and those who did not could be arrested and forced into unpaid labor through the convict leasing system.
Although the Black Codes were not voting laws, they effectively prevented African Americans from fully participating in political and civic life by limiting their economic independence and personal
freedom. The widespread adoption of these laws prompted Congress to pass the Civil Rights Act
of 1866 and the Fourteenth Amendment to protect the rights of formerly enslaved people. During
Reconstruction, many of the Black Codes were repealed, but they were later replaced by Jim Crow
laws, which continued racial segregation and discrimination for decades.
