辛酉(七十)年農曆八月三十日，陳德慶、周林鳳、鍾水、陳志賢、陳進吉、曾清幸、陳榮霖、林有仁、周啟輝等長輩，自嘉義東石鄉笨港口港口宮分靈天上四聖母，至三重市環河南路二百二十一巷供善信大德參拜，發揚媽祖慈悲為懷、濟世揚善之精神。同年，擇定良辰吉日農曆十月二十六日，安座啓宮，承賜玉旨敕名──普天宮，是日即為宮慶吉。
信徒日增，歷時三載餘。於甲子(七十三)年農曆十月七日遵奉天上聖母旨意，覓得良處，暫遷租餘三重市成功路四十一巷，恭設臨時神殿，進而籌組──普天宮管理委員會。每逢節慶廟會，香火鼎盛，朝拜信眾擁擠不已，不敷使用。幾經管委會共商議事，賴眾善信大德發心，鳩資購廟。壬申年(八十一)年宮殿喬遷現址：三重市成功路七十三巷十八號。供信眾前來參拜頂禮。
本宮主殿崇奉天上聖母，配祀觀音佛祖、福德正神，並奉祀十二元帥公、玄天上帝、關聖帝君、李府千歲、註生娘娘、中壇元帥、齊天大聖、濟公活佛、虎爺將軍等諸神，莊嚴寶相，護國祐民。
