民國99年來自綠島的信士移居臺東市後，感念媽祖恩澤，前往綠島天后宮分靈黑面三媽，回臺東私宅供奉，信眾有感媽祖之神威，民國104年爐下信眾集組成立「黑面三媽會」每年擲選值年會長及副會長，直到民國112年媽祖降駕旨示「黑面三媽會」晉陞「玉旨默聖堂」，民國114年3月搬遷於天上聖母行宮安座，感念天上聖母的恩澤，每年舉行愛心關懷活動，將愛心物資捐助貧困家庭 獨居長輩此外普渡用品也會捐贈給社福單位，傳承媽祖濟世助人的精神，媽祖如同母親一般 無私眷顧信眾的祈求。
