本宮（殿）創辦人：何清秋
民國77年（西元1988年）因緣際會下與唐太祖景皇帝結緣
民國90年（西元2001年）承天命創建「東海宮」開啟因緣濟世救人使命
民國112年（西元2023年）舊址遷移至埔里鎮房里里.安身立命，改名為「開基源聖殿 」

秉持清靜無為的態度、落實人道八德、守護體內的道氣、正氣
