林園區中芸、鳳芸二里，是位於高雄南方一個樸實的漁村聚落，由於過去臺灣海峽海象變化極大，漁民的航海安全及生計倍受挑戰，媽祖自然成為當地漁民心中的一盞明燈，為祈求出海平安、漁獲豐收，漁民會迎請媽祖海上巡視；自1980年代開始，固定成為四年一科，由廟方有系統地組織船隊進行海巡，逐漸發展成今日海巡船隊的規模及盛況。

『安平會香』緣由：由於高雄及臺南沿海一帶是當地從事漁業居民的經濟海域，漁民出海若無法於當日來回，會就近在沿岸港口進行『寄港』，兩地漁民也因此結下好情誼，並逐漸延伸爲信仰交流『海上巡境 安平會香』。
