The Provisional Constitution of the Federal Republic of Somalia stipulates in Article (54) that foreign affairs, national defense, citizenship, immigration, and monetary policy are exclusive powers of the Federal Government and do not fall within the shared competencies with the Federal Member States.

Within this framework, the Federal Government of Somalia officially announced today the cancellation of all security and defense agreements, as they have crossed red lines and caused harm to the interests and sovereignty of Somalia. This decision falls squarely within the core constitutional authority of the central government, and it has been met with broad public approval and welcome.

Regrettably, in contrast, the position of the Puntland administration, and the statements or signals issued by it that appear to support external parties, or steps that may be interpreted as contradicting the Provisional Constitution, undermine the sovereignty of the state, its unity, and the territorial integrity of the Federal Republic of Somalia.

As for the position of Somaliland, it is well known to be deviant and secessionist, and therefore requires no comment.

ينصّ الدستور المؤقت لجمهورية الصومال الفيدرالية، في المادة (54)، على أن الشؤون الخارجية والدفاع الوطني والجنسية والهجرة والسياسة النقدية تُعد صلاحيات حصرية للحكومة الفيدرالية، ولا تندرج ضمن الصلاحيات المشتركة مع الولايات الأعضاء.
وفي هذا الإطار، أعلنت الحكومة الفيدرالية الصومالية اليوم رسميًا إلغاء جميع الاتفاقيات الأمنية والدفاعية معها لتجاوزها الخطوط الحمراء و اضرارها بمصالح وسيادة الصومال ، وهذا القرار من صميم اختصاصات الحكومة المركزية ، وقد لاقى القرار ترحيبًا واستحسانًا واسعًا.
ومن المؤسف في المقابل موقف إدارة بونتلاند، وما صدر عنها من مواقف أو إشارات داعمة لأطراف خارجية، أو خطوات قد تُفهم على أنها تتعارض مع الدستور المؤقت، وتُقوّض سيادة الدولة ووحدتها وسلامة أراضي جمهورية الصومال الفيدرالية.
اما موقف صوماليلاند فهو معروف ش*ذ وانفصالي فلا تعليق .
