The Provisional Constitution of the Federal Republic of Somalia stipulates in Article (54) that foreign affairs, national defense, citizenship, immigration, and monetary policy are exclusive powers of the Federal Government and do not fall within the shared competencies with the Federal Member States.
Within this framework, the Federal Government of Somalia officially announced today the cancellation of all security and defense agreements, as they have crossed red lines and caused harm to the interests and sovereignty of Somalia. This decision falls squarely within the core constitutional authority of the central government, and it has been met with broad public approval and welcome.
Regrettably, in contrast, the position of the Puntland administration, and the statements or signals issued by it that appear to support external parties, or steps that may be interpreted as contradicting the Provisional Constitution, undermine the sovereignty of the state, its unity, and the territorial integrity of the Federal Republic of Somalia.
As for the position of Somaliland, it is well known to be deviant and secessionist, and therefore requires no comment.
