Speaker of Parliament Commends Information Minister for Outstanding Service

The Speaker of the Parliament of Sierra Leone, Rt. Hon. Segepoh Solomon Thomas, has commended the Minister of Information and Civic Education, Chernor Bah, for what he described as his outstanding contribution to promoting credible government communication and public trust.

Speaking during the parliamentary sitting on Thursday, 9 July 2026, the Speaker praised the Minister while he was laying before Parliament a Joint Venture Agreement between the Ministry of Information and Civic Education and the Diming Yimo Printing Group, dated 24 March 2026.

Rt. Hon. Thomas noted that the Ministry of Information has significantly improved its credibility in recent years, stating that the public now has greater confidence in information released by the Ministry. He recalled that, in the past, many citizens were skeptical of official government information, but said that perception has changed due to the Minister's commitment to transparency and effective public communication.

"I want to say that this House is proud of you, and I am extremely proud of you. Thank you very much for everything," the Speaker said.

Responding to the commendation, Chernor Bah expressed gratitude to the Speaker for his encouraging remarks. "Thank you very much, Mr. Speaker, for those very kind words. I am humbled by your remarks," the Minister said.

Deputy Opposition Leader Tables Report on First Africa–EU Parliamentary Assembly

The Deputy Leader of the Opposition in the Parliament of Sierra Leone, Hon. Aaron Aruna Koroma, on Thursday, 9th July 2026, tabled the Report on the First Session of the Africa–EU Parliamentary Assembly held in Ezulwini, Kingdom of Eswatini, from 7th to 14th May 2026.

Hon. Koroma presented the report on behalf of the Leader of Government Business and Head of Delegation, Hon. Mathew Sahr Nyuma, informing Parliament that the Assembly was convened under the Samoa Agreement, which succeeded the Cotonou Agreement and established a renewed framework for parliamentary cooperation between the Organisation of African, Caribbean and Pacific States (OACPS) and the European Union.

The Assembly brought together parliamentarians from 79 OACPS member states and 27 EU member states, representing over 1.5 billion people, to strengthen inter-continental dialogue, cooperation and parliamentary oversight.

Whilst presenting the report, *Hon. Koroma called on government for the speedy ratification of the SAMOA Agreement* and went on to highlight key addresses delivered during the Assembly, including that of OACPS Secretary-General Moussa S. Batraki, who stressed the vital role of national parliaments in translating international commitments into tangible benefits for citizens. He noted that discussions were focused on peace and security, youth empowerment, regional cooperation, technical and vocational education and training (TVET), value addition in Africa's extractive sector, stronger parliamentary oversight, and equitable economic partnerships.

The report also captured the EU Ambassador's call for visionary and inclusive leadership, emphasizing political stability, economic growth, youth empowerment, security, and the responsible use of Artificial Intelligence (AI) and technology to drive innovation while safeguarding future generations.

NEW MEMBER OF PARLIAMENT SWORN-IN TO REPLACE LATE HON. LUCINDA FINDA KELLIE

Hon. Felicia Isata Wuleh Philips was on Thursday the 9th of July 2026, sworn-in as a Member of the Sixth Parliament of the Second Republic of Sierra Leone, following the passing of the late Hon. Lucinda Finda Kellie of Kono District.

The swearing-in ceremony took place in the Chamber of Parliament after the Electoral Commission for Sierra Leone formally notified Parliament of Hon. Philips’ election in line with constitutional provisions.

The Rt. Hon. Speaker of Parliament, Segepoh Solomon Thomas, declared Hon. Philips duly elected and directed the Clerk of Parliament to administer the Oath of Office. The exercise was conducted pursuant to Section 83 of the 1991 Constitution of Sierra Leone, read together with Standing Order 1A as set out in the Third Schedule of the Constitution.

Following the oath, Speaker Thomas officially welcomed Hon. Philips to the House. He noted that she joins Parliament at a critical time and that her primary mandate is to represent the interests of the people of Kono District.

“Parliamentary sittings commence at 10:00 AM prompt,” the Speaker admonished. “I encourage you to be punctual, diligent and committed to the work of the House.”

Speaker Thomas further urged the new MP to study and make good use of the Standing Orders and the Constitution, describing them as essential tools for effective participation in debate, lawmaking and oversight.

“The work of Parliament is demanding, but it is also an honour to serve the people,” he said. “You are coming in to continue the work started by your predecessor. Serve with integrity, listen to your constituents, and bring their concerns to this House.”

The Speaker congratulated Hon. Philips and formally assigned her the seat previously occupied by the late Hon. Lucinda Finda Kellie.

Information Minister Clarifies Government's Position on Parliament, Economy, Child Protection, Citizenship and Cost of Living

Minister of Information and Civic Education, Hon. Chernor Bah, has reaffirmed Government's commitment to accountability, constitutional governance, child protection, economic transformation and transparent public communication, assuring Sierra Leoneans that the administration remains focused on addressing national challenges while sustaining progress across key sectors.

The Minister made the remarks during an interactive question-and-answer session with journalists, civil society organisations, media practitioners and members of the public at the Special Edition Government Press Conference held on Tuesday, 7th July 2026, at the Miatta Civic Centre in Freetown.

Responding to a wide range of questions and public concerns, Hon. Bah emphasized the importance of constructive dialogue in strengthening democracy and promoting informed public discourse.

Parliament's Oversight Role

Addressing concerns about the relationship between Parliament and the Executive, Minister Bah underscored the constitutional responsibility of Parliament to scrutinize government decisions and hold public officials accountable.

He explained that Members of Parliament have both the right and the duty to debate government policies, ask questions and seek clarification on matters brought before the House, noting that such oversight is fundamental to good governance.

According to the Minister, Cabinet and Parliament perform distinct constitutional functions but must continue working collaboratively in the national interest.
