Review of History: The Separation of PICC to the IFI.

The first General assembly under the 1977 Constitution and Canons was held on May 8, 1981 attended by 232 bishops, priests and lay people. The assembly overwhelmingly elected Bishop Abdias de la Cruz, the former Secretary General, as the sixth Obispo Maximo, against Bishop Macario Ga. The overwhelming victory of Bishop de la Cruz reflected the clamor of Aglipayans for change and paved the way for younger blood to take significant positions in the national leadership of the church.

On May 9, 1977 the General Assembly approved the new Constitution of the Church. The new constitution radically changed the structures of the Church and mandated the creation of a national organization of priests.

Bishop Ga filed a petition at the Securities and Exchange Commission (SEC) a week later to restrain Bishop de la Cruz and other officers elected from performing their functions. The SEC denied Bishop Ga's petition for a Writ of Preliminary Injunction the following May 30. Immediately, Bishop Ga filed a motion for reconsideration. On August 27 1985, the SEC handed down the decision declaring Bishop de la Cruz as the validly elected Supreme Bishop, Bishop Ga, with his bishops and priests, thereafter formed the Iglesia Catolica Filipina Independiente (ICFI) or the Philippine Independent Catholic Church (PICC). This new church sapped the strength of the church as it infused confusion and division among Aglipayan faithful.

While the legal battle was in the court of law, the paralegal battles took a violent form with the Central Office taken over by the camp of Bishop Ga. Only with the resolute action of Bishop Alberto Ramento, leading a group of seminarians, priests and lay people, to eject the former. The sympathizers of Bishop Ga followed suit by taking over some parishes, most violent were the taking over and retaking of the church in Pandacan, Manila, as well as in Bacoor, Cavite.

In February 4, 1994 Bp. Macario Ga voluntarily return to IFI, his reconciliation led to the signing of the memorandum of Agreement thus paving the way for the mass return of many faithful and clergy in Ilocos Norte and Cotabato Areas.

FROM SEPARATION TO RECONCILIATION

Two joint statement between the Iglesia Filipona Independiente and the Roman Catholic Church will be read on August 03, 2021 during the celebration of the 119th Proclamation Anniversary of IFI.

Every year on Aug. 3, the Iglesia Filipina Independiente celebrates its Foundation Day, commemorating its separation from the Roman Catholic Church in 1902. This was the “religious revolution” that accompanied the Philippine Revolution against Spain. However, on Aug. 3 this year, a different celebration will be held at the IFI National Cathedral in Manila — a day of thanksgiving for reconciliation between the IFI and RCC communities.

Two joint statements will be read. The first statement, “Celebrating the Gift of Faith, Learning from the Past, and Journeying Together,” traces the beginning of the Aglipayan movement that was not against the Catholic Church, but rather against the continued domination of Spanish bishops and parish priests in the island colony. It was a continuation of the earlier nationalist struggle of the Filipino clergy for recognition, symbolized in the Gomburza executions.

In the statement, both IFI and RCC church leaders “ask and pray for mutual forgiveness for any injuries inflicted in the past” and “strive for the healing and purification of memories among our members.” They also commend “ecumenical cooperation amidst diversity” and encourage “spiritual ecumenism” through joint prayer activities. The statement notes that the IFI also “strives to reach out for healing and reconciliation with other separated churches founded in the Aglipayan tradition.”

A companion document to be signed on Aug. 3 is the statement of “Mutual Recognition of Baptisms between the IFI and the RCC in the Philippines.” The Trinitarian baptismal formula of the IFI is actually recognized already by the RCC in its list of validly administered baptisms by other Christian churches.

What is new in the document is the expression of mutual recognition by both churches, thus reinforcing the statement of the Second Vatican Council in its Decree on Ecumenism in 1964 that “all who have been justified by faith in baptism are incorporated into Christ; … they are accepted as brothers [and sisters] by the children of the Catholic Church.” The Council further notes that many elements that give life to the Church “can exist outside the visible boundaries of the Catholic Church: the written Word of God; the life of grace; faith, hope and charity, with the other interior gifts of the Holy Spirit.”

The document also includes the signatures of two Episcopalian bishops as witnesses, since the IFI entered into full communion with the Episcopal Church in 1961. In 1980, the Philippine Episcopal Church had already affirmed in a signed agreement its mutual recognition of baptism with the Catholic Church.

On Aug. 15, a special day of devotion to Mary shared by both churches, all parish priests of the IFI and RCC communities are asked to include in their homilies the reading or synthesis of the two statements. Hopefully, this should bring down to the grassroots level a renewed spirit of reconciliation and ecumenism.

In addition to the IFI-RCC statements, the Catholic Bishops’ Conference of the Philippines has entered into another historical statement, titled “One Ecumenical Family: A Unity Statement of the Christian Churches in the Philippines.” This was signed earlier on Pentecost Sunday by church leaders of the National Council of Churches of the Philippines, the Philippine Council of Evangelical Churches and the Roman Catholic Church. All these statements were forged during this 500th year of Christianity in the Philippines, to celebrate a common heritage of the Gospel message.

SINO ANG "AGLIPAYANO"?
Ako ay Aglipayano hindi dahil sa pamanang apelyido, kundi dahil sa pananaw at prinsipyo!

Sa aming bayan, ang tanong na "saan kayo nagsisimba" ay sinasagot namin ng "sa Simbahang Aglipay." Ang pangalang Aglipay din ang nagsasabing hindi kami Romano o Protestante. Aglipayano ang kinagisnan kong tawag sa amin na mga kasapi ng Iglesia Filipina Independiente.

Ang tagubilin sa amin ng mga yumaong lolo at lola ko, ipinanganak silang Aglipayano kung kaya ililibing na Aglipayano. Ganito din daw dapat sa aming buong angkan, sa kanilang mga anak at apo.

Naitanong ko na din sa sarili ko kung bakit ako Aglipayano. Nagtanong, nagbasa at nag-aral upang masapul ko kung bakit ako Aglipayano. Nakipag-away noong high school at nakipag-debate noong kolehiyo. Pero ang totoo, nagsimula ang aking tanong noong sabihin sa akin ng grade school teacher ko na "pekeng katoliko" daw ang Aglipayano, at "pari-parian" lang ang ating mga pari.

Aglipayano ang tawag sa atin hindi dahil kay Obispo Gregorio Aglipay, kahit na siya pa ang ating unang Obispo Maximo. Subalit tama naman na kilalanin natin ang kanyang katapangan at kabayanihan, at bigyan ng malalim na pagpapahalaga at pitagan ang kanyang ala-ala.

Gayunman, hindi ako Aglipayano dahil lamang sa paghiram ko ng apelyido ng isang tao, kahit na na ito pa ang apelyido ng Obispo Maximo.

Sa totoo lang kasi, ang alam ko, may mga inapo pa sa ngayon si Obispo Maximo Gregorio Aglipay, ngunit kahit na Aglipay ang kanilang apelyido hindi naman sila namumuhay bilang Aglipayano. Sa katunayan, hindi nga sila kasapi ng Iglesia Filipina Independiente.

Kundangan kasi, ang pagiging Aglipayano ay isang paraan ng paglalapat ng pamumuhay at pananampalatayang Kristiyano sa konteksto ng sambayanang Pilipino. Aglipayano ako dahil sa aking natutunang pananaw at prinsipyo na ipinamamansag ng Iglesia Filipina Independiente.

Ang Aglipayano ay isinilang sa panahon ng pakikibaka laban sa imperyalismo sa mga unang taon ng ikadalawampung siglo at nagpapatuloy na nabubuhay hanggang ngayon sa modernong panahon ng imperyalismo na binansagang kapitalistang globalisasyon.

Kaya madaling gagapin kapag sinabing ang Aglipayano ay nakalaan sa paglilingkod na makadiyos at makabayan. Matatagpuan dito ang pagsasangkap ng pananampalataya sa pakikibaka na nagtataguyod ng kapayapaan at katarungan, ang pananampalatayan na may pagkilala sa karapatang-pantao bilang buhay na biyaya ng Diyos.

Subalit nakakalungkot na hindi din lahat ng Aglipayano ay ganito ang pananaw. Maaring ipagkibit-balikat lamang ito ng ibang Aglipayano, at bunga ng pagsasawalang-bahalang ito, higit na nakakadagdag ang kapabayaan ng marami sa ating kapatiran sa panlilibak at paninirang-puri ng mga nasa labas ng Iglesia Filipina Independiente.

Dahil ang totoo, mahirap maunawaan ng mga taong hindi napailalim sa pagka-alipin ng mga dayuhan, silang hindi naranasan ang bigat ng pag-alipusta at pagsasamantala, silang hindi naramdaman kung paano hamakin ang karangalan bilang tao, kung ano ang totoong kahulugan ng Aglipayanismo.

Malinaw para sa akin na ang Aglipayanismo ay isang uri ng pamumuhay na nagtataguyod ng ating karapatan bilang tao, ang karapatan na ating tinanggap sa binyag upang mabuhay na malaya, marangal at masagana bilang mga anak ng Diyos.

Dahil ang paniniwalang ito ang dugong dumadaloy sa aking mga ugat, nakikilahok ako sa pakikibaka ng makabayang mamamayan na nagtataguyod ng pambansang kalayaan, katarungang panlipunan at karapatang pantao.

Ako ay Aglipayano kung kaya mahigpit kong tinututulan ang anumang anyo ng dayuhang pananakop sa ating bansa at ang paglapastangan sa kasarinlan ng ating bayan.

Ako ay Aglipayano kung kaya ipinagtatanggol ko ang ating katutubong kalinangan, paniniwala at pamumuhay laban sa mapanghimasok at mapanirang kanluraning liberalismo.

Ako ay Aglipayano kung kaya masigla akong nakikisangkot sa mga usapin sangkot ang taumbayan at pinag-aaralan ng buong dunong ang tunggalian ng mga uri sa loob ng ating lipunan.

Ako ay Aglipayano kung kaya aking malinaw na kinikilala ang ugat ng karahasan at kahirapan sa ating lipunan at kung sinong panig ang nagsasamantala at sino ang pinagsasamantalahan.

Ako ay Aglipayano kung kaya nakikilahok ako sa organisadong pagkilos ng makabayang mamamayan upang ipagtanggol ang dangal ng ating pagkatao, at nagsusulong ng pakikibaka para sa pambansang demokrasya.

Alam ko, magtatatalon sa matinding tuwa ang aking lolo at lola kung sasabihin kong tulad nila ay mabubuhay at mamamatay ako bilang Aglipayano.

Higit pa, natitiyak kong ipagmamalaki din nilang malaman na ang kanilang apo, bilang tapat at tunay na Aglipayano, ay piniling higit na pahalagahan ang kapakanan ng sambayanan higit sa sariling pakinabang, at sa tuwina'y handang-handa na bayan muna ang paglingkuran at hinding-hindi uunahin ang personal na kagustuhan at kapakanan, o ang pansariling damdamin at diwa kailanman.

Ako ay Aglipayano. Kristiyano. Pilipino.
