This is illegal, unconstitutional and in violation to Human rights! Pastor Quiboloy et. Al are suffering from torture, cruelty, and inhuman and degrading treatment under the hands of Sec Abalos and PNP!

PNP should respect the dignity and rights of every individuals, especially those who are in their custody, especially who are only detainees (not convicted).

“Sec.7. Procedures:
x x x C. Protocols in Dealing with Media
6) Presentation of suspects in a “firing line” to the media is strictly prohibited.

Also, RA 9745 or a Law PENALIZING TORTURE AND OTHER CRUEL, INHUMAN AND DEGRADING TREATMENT OR PUNISHMENT

Sec 4.b.”Mental/Psychological Torture” refers to acts committed by a person in authority or agent of a person in authority which are calculated to affect or confuse the mind and/or undermine a person’s dignity and morale such as:

(5) Preparing a prisoner for a “show trial”, public display or public humiliation of a detainee or prisoner.

PNP should assure the safety and security of those detainees 100%. Negligence or incompetence is not an excuse!
