The Migrant Ministry of the Diocese of Cubao has activated the Vicariate of San Pedro Bautista as a pilot area for the implementation of the Community PROTECT (Parish and Barangay Coordinating Team to Combat Human Trafficking) Project of the CBCP Episcopal Commission for the Pastoral Care of Migrants and Itinerant People (CBCP-ECMI) in Luzon.

The vicariate convened parishes with active migrant ministries to strengthen cooperation, coordination, and pastoral response to the needs of Overseas Filipino Workers (OFWs) and their families, particularly in addressing concerns related to human trafficking and migrant vulnerability.

The first vicariate meeting was held on March 22, 2026, hosted by the lead parish for Community PROTECT, the National Shrine of Our Lady of Lourdes (NSOLL) along N.S. Amoranto Avenue, Quezon City.

Present during the meeting were Diocese of Cubao Migrant Ministry (DCMM) Director Fr. Alfredo Pascual, Jr., Lay Coordinator Melde Gamonez, and NSOLL Parish Priest Fr. Ulderico Camus, OFMCap, together with Parish Migrant Ministry Coordinator Lito Reyes, and Fr. Fernan Radin, OFM , Parish Priest & Rector of Basilica Minore of San Pedro Bautista .

Mr. Edmund H. Ruga, ECMI Luzon Coordinator, facilitated the review of parish formation for migrant ministry and presented updates on the rollout of the Community PROTECT initiative. He also provided updates on ongoing pastoral interventions for OFW families affected by the conflict in the Middle East, especially those with relatives in war-affected areas.

The Vicariate of San Pedro Bautista, composed of eight parishes, is headed by vicariate coordinators Benjie and Fellicci Almarines, who will lead the localized implementation of the program.

The activation of the vicariate marks a significant step in strengthening grassroots coordination between parishes and communities in combating human trafficking and ensuring a more responsive pastoral care system for migrants and their families.

Oriental Mindoro's Diocesan Commission on Migrants and Itinerant People, Apostolic Vicariate of Calapan

A CALL TO PRAYER AND ACTION FOR OUR MIGRANT FAMILIES || โ€œBe strong and courageous. Do not be afraid; do not be discouraged, for the Lord your God will be with you wherever you go.โ€ (Joshua 1:9).

The Apostolic Vicariate of Calapan, under the pastoral leadership of our Shepherd, Most Rev. Moises M. Cuevas, D.D., and through the Diocesan Migration Ministry, expresses its deep concern and prayerful solidarity with our Filipino families caught in the escalating conflict between Iran, Israel, and the United States.

Our hearts are heavy as we witness the rising tensions in the Middle Eastโ€”a region that serves as a second home to thousands of our fellow Filipinos, including many from our very own province of Oriental Mindoro. Behind every report of a missile or a threat are the faces of our fathers, mothers, sons, and daughters who have sacrificed the comfort of home to serve others abroad for the welfare of their families.

In this hour of great uncertainty, we issue this urgent appeal:

I. A Call to Prayer and Spiritual Solidarity || Together with Bishop Moises M. Cuevas, D.D., we invite all the faithful, the clergy, and the religious of the Vicariate to join in a unified prayer for peace. We entrust our OFWs to the protective mantle of the Blessed Virgin Mary. May the Lord grant them safety, courage, and a calm spirit amidst the chaos of war.

II. A Call for Swift and Decisive Government Action || We earnestly urge the Philippine Government, through the Department of Foreign Affairs (DFA) and the Department of Migrant Workers (DMW), to act with the highest sense of urgency:

Immediate Repatriation: We call for the swift activation of evacuation protocols for Filipinos in high-risk zones. No one should be left behind.

Proactive Assistance: We ask for the mobilization of all necessary resources to ensure the physical and financial security of those who may be displaced by the violence.

Support for Families: We call for transparent and accessible communication lines for the families here in Oriental Mindoro who are filled with anxiety for their loved ones.

III. A Call for Global Peace || We join His Holiness, Pope Leo XIV, in pleading with world leaders to choose the path of diplomacy over the path of destruction. Let the voices of the vulnerable be heard over the sound
of weapons.

LITURGICAL REQUEST FOR THE PARISHES

First Friday Mass: March 6, 2026 (Afternoon) || In the spirit of pastoral charity, we humbly request all Parishes within the Vicariate to dedicate their first Friday afternoon Mass to the intentions of our migrant families. We invite our Parish Priests to offer the Holy Sacrifice for the protection of our OFWs and to include the following petitions in the liturgy:

Prayers of the Faithful
Celebrant: Brothers and sisters, as a community that cares for our modern-day heroes, let us bring to our Loving Father our petitions for the safety of our OFWs amidst the threat of war. With faith, we say:

Response: Lord, hear our prayer.

For the Holy Church: That she may remain a sanctuary and a voice of justice for the vulnerable, under the guidance of Pope Leo XIV and our Shepherd, Bishop Moises M. Cuevas. Let us pray to the Lord.

For our OFWs in the Middle East: That the Lord may be their fortress and shield amidst the tensions between Iran, Israel, and the US. Deliver them from all harm, fear, and the perils of war. Let us pray to the Lord.

For our Government, the DFA, and the DMW: That they may be granted wisdom and urgency in their actions. May there be a safe and orderly repatriation so that no Filipino is left behind. Let us pray to the Lord.

For the Families in Oriental Mindoro, those filled with anxiety for their loved ones may find strength, peace of mind, and the support of our parish communities. Let us pray to the Lord.

To our OFWs and their families, The Apostolic Vicariate of Calapan walks with you. You are not forgotten.

Given this, on the 2nd day of March, 2026.

FR. JIMSON H. RUGA (SGD)
Director, Diocesan Commission on Migrants and Itinerant People

PAMINOVA Calls for Prayer and Support for OFWs Amid Middle East Conflict

The Pastoral Care for the Families of Migrants and Itinerant People of Novaliches (PAMINOVA) has called on the faithful to pray and extend support to Overseas Filipino Workers (OFWs) who may be affected by the escalating conflict in the Middle East.

In a statement, PAMINOVA expressed deep concern for the safety and welfare of Filipino migrant workers currently in areas experiencing unrest. The PAMINOVA also acknowledged the sacrifices of OFWs who continue to work abroad to support their families despite the risks.

Fr. Leo Laguilles, Priest Director of PAMINOVA, urged communities to remain united in prayer and solidarity during this time of uncertainty.

โ€œOur Overseas Filipino Workers are modern-day heroes who sacrifice so much for their families and our nation. In this time of conflict, we entrust their safety to God and stand in solidarity with them and their loved ones,โ€ Laguilles said.

PAMINOVA also encouraged families who may have relatives working in conflict-affected areas to stay in close communication with their parishes and with the organization, particularly if there is a need for assistance or emergency repatriation.

โ€œWe encourage migrant families in the Diocese of Novaliches to coordinate with us through their parishes so we can assist them and connect them with the appropriate agencies. PAMINOVA maintains linkages with government and non-government organizations to support migrant workers and their families,โ€ Laguilles added.

The group noted that it works closely with agencies such as the Department of Migrant Workers (DMW) and local government units in cities of Caloocan and Quezon City to help address the needs of migrant families.

PAMINOVA likewise called on the Catholic faithful to include migrant workers and their families in their prayers.

โ€œLet us continue to pray for the protection of our OFWs, for strength for their families, and for peace in regions affected by conflict. God remains our refuge and strength in times of trouble,โ€ Laguilles said.

As uncertainty continues in the region, PAMINOVA reaffirmed its commitment to accompany migrant families through pastoral care, guidance, and support.

With the presence and full support of Bishop Roberto O. Gaa of the Diocese of Novaliches, the Catholic Bishopsโ€™ Conference of the Philippines โ€“ Episcopal Commission on Migrants and Itinerant People (CBCP-ECMI), through its Luzon Regional Migration Desk (LRMD), together with Voice of the Free (VF) and the Diocesan Ministry Against Human Trafficking of the Diocese of Novaliches (DMAHT Novaliches), formally initiated a community-based human trafficking prevention program in the National Capital Region (NCR).

The initiative advanced during the coordination meeting held on February 11, 2026, at the Chancery Office of the Diocese of Novaliches in Fairview, Quezon City. The meeting outlined the initial strategic directions and operational framework for the phased rollout of Community PROTECT across participating NCR dioceses.

This development builds on the successful Ugnayan Forum held on January 30, which brought together NCR dioceses, selected pilot parishes, and counterpart barangays to align commitments and strengthen grassroots collaboration against human trafficking.

Community PROTECT seeks to establish structured parish- and community-based mechanisms integrating Church ministries, schools, youth organizations, barangay officials, and civil society partners. The program promotes awareness, prevention, reporting pathways, and coordinated action to protect vulnerable sectors.

As the program rolls out in identified pilot parishes, it marks a concrete step toward a grassroots, multi-sectoral, and mission-driven response to human traffickingโ€”anchored in collaboration, strengthened by partnerships, and guided by pastoral leadership.

Through this initiative, the Church in NCR reaffirms its commitment to defend human dignity and act decisively against human trafficking.
