AVE MARIA! In light of the recently released 'March 29, 1951 papal decree', an original copy of the April 12, 1951 decree by Bishop Rufino Santos signed by Apostolic Nuncio Cardinal Vagnozzi would stand incongruent.

The DDF '1951 papal decree' released March 19, 2024 reads:
"By order of the Most Holy Fatherโs will:
The apostolic delegate is to authorize the apostolic administrator to issue a document from the Curia, in which is declared that the events of Lipa, after serious examination, turns out not to have a supernatural origin and character.
In audience with His Holiness
Thursday, 29th day of March 1951
Certified authentic:
Victor Cardinal Fernandez, prefect"

Following the said decree, the Apostolic Nuncio (Cardinal Vagnozzi) is to authorize the Apostolic Administrator (Bishop Rufino Santos) to issue a document from the Curia that declares definitive negative judgment.
However, what Apostolic Administrator Santos decreed in April 12, 1951 ends with the following remark: "until final decision on the matter will come from the Holy See", and signed by Apostolic Delegate Cardinal Vagnozzi.
Following CDF Protocol No. 226/1949 dated December 11, 2015, Apostolic Nuncio Cardinal convened the special Episcopal Commission for the purpose of communicating locally the decree of the Holy Father.
The disparity then stands.
How could Apostolic Nuncio Cardinal Vagnozzi approve and sign the April 12, 1951 decree by Apostolic Administrator Rufino Santos declaring "until final decision on the matter will come from the Holy See", when based on the CDF Protocol of Dec 11 2015 and the recently released document, he was commissioned to have the papal negative decree issued locally by the Apostolic Administrator?

Aside from this, even with this newly released document, concerns remain..
1. Canon Law requirement of publishing in the "Acta Apostolicae Sedis" for a decree to be binding. There has been no mention on Lipa apparitions in the Acta during the time of Pope Pius XII.
2. Nondisclosure of the papal negative decree after repeated requests by legitimate authorities, Archbishops of Lipa Mariano Gaviola and Ramon Arguelles.
3. For 60 years there has been no concept of a March 28/29 papal negative degree, through which Archbishops Gaviola and Arguelles were able to pursue local approval of the apparitions. Only in Dec 11 2015 did CDF reveal that in 1951 Pope Pius XII himself confirmed definitively the lack of supernatural origin of the Lipa apparitions. Why was this document not released early on when the bishops asked for them, for the purpose of whether to proceed for local investigation and approval not?

Even with this document, the only evidence which Vatican holds as basis for the negative judgment is the "confession" of Mother Cecilia, which is divergent from eye-witness accounts and testimonies. It should be noted that elements of coercion were confessed by bishops involved in the Special Commission. Even with this document, a re-investigation focusing on the visionary herself can be and is hereby requested. The recently discovered diary of Fr. de Blas is an immutable testament to the validity of the apparition as the visionary's chief interrogator.
With the matter in the hands of the local bishops conference, we
continue to pray and request for the re-opening of the Lipa apparition case.
