It was originally just a stylistic variation of the letter I created by medieval scribes to make words easier to read.
The letter J as a distinct character separate from I was formally introduced in 1524 by Italian Renaissance grammarian Gian Giorgio Trissino. Trissino is widely recognized as the "father of the letter J". Before his work, the letter I was used for both vowel and consonant sounds, which caused confusion.
