A Pastoral Letter on the May 13, 2013 Election

“By their very vocation, the laity seek the Kingdom of God by engaging in temporal affairs and by ordering them according to the plan of God.”

Pinalangga nga Banwa sang Dios sa Diocesis sang Kabankalan:

Panamyaw sang Paghida-it sang Gino-o.

Malapit na ang Pinili-ay 2013. Bilang inyo Pastor, ako naman naga-pahanumdom sa inyo sang pila ka mga ginapatihan sang aton Simbahan bahin sa pagginahum sa gobierno kag sa eleksyon.

Ang tawo nga gintuga sang Dios sa Iya larawan kag tinugyanan sang kahilwayan kag responsibilidad, amo ang sadsaran kag katuyu-an sang gahom politikal. Ang gobierno kag ang awtoridad sang paggahom nagtuhaw agud mapatigayon ang ginatawag nga “common good” ukon ang “ika-ayo sang bug-os nga tawo kag sang tanan nga katawhan”. Kag ang eleksyon, nga isa sang mga haligi sang demokrasya, amo ang pama-agi sa di-in ining gahom politikal ginatugyan sang mga pumuluyo sa mga tawo nga ila masaligan nga magpadalagan sang gobierno. Gani, ang pama-agi sang pinili-ay dapat magsanto sa pagkadungganon sinang gahom kag patugyan, kag ang mga mapili-an sa mga palangaku-an may nagasanto man nga panimu-ot kag ikasarang kag responsable maggamit sinang gahom bilang tinugyanan.

Sa tion sang pinili-ay, aton na-experyensihan ang sarot sang kadalok nga naga-ut-ut sang aton pungsudnon kag tawhanon nga dignidad, kag pagsalig sa gobierno: ang pag baklanay/baligya-anay boto, kag ang di-maisip nga mga padugi sang mga dinastiya politikal sa paghugot pa gid kag pagpamu-ad sang ila ginakapyutan nga gahom kag mga palangaku-an. Gani, indi katingalahan nga-a lapnagon ang kurapsyon, pagpatumbaya kag panguarta sa gobierno.

Bilang simbahan lokal nga bag-o lang nagtakop sang iya Jubileo nga nagapasalamat kay Kristo nga nagatanyag sa tanan sang “kabuhi sa iya kapupun-an”, ginahangkat kita nga:

- Aku-on kag hinulsulan naton sg mapa-inubuson nga kita nakasala sang daku tungod sang aton kadalok sa pilak kag gahom sa aton pagbaligya kag pagpamakal boto. makabig ini sahi sang pagpangawat kag pagbinutig.

- Baya-an na naton ining sala, sugod sa aton ka-ugalingon kag sa aton panimalay kag ikampanya ini sa aton mga katilingban.

- Pili-on naton ang kandidato nga: i] tampad o honest. Minatud-on sa pagtuman sang iya katungdanan. Indi butigon, indi mahamhaman. Wala nagapangawat o nagapamintaha sa kaban sang gobierno kundi mahalungon nga tinugyanan sang manggad sini. ii] may ikasarang sa pagpadalagan sang komplikado nga sistema kag makinaryas sang gobierno nga wala iban nga interes kundi ang “common good”. Wala sang iban nga amo kundi a) ang tanan nga pumuluyo nga wala sang pinasulabi, nagboto/nagbulig man sa iya o wala b) ang responsibilidades sang iya posisyon nga ginahambal sang laye kag indi lang ang iya naluyagan himu-on. ii] may kristiano nga panimu-ot. Nagapangabuhi sang matarong. May pagpasulabi nga pagtamod sa mga imol ilabi na sa iya pagpatigayon kag pagsupporta sang mga programa padulong sa pagka-alalangay o hustisya sosyal, pag-amlig sang palibot o pagtapna sang mga bisyo kag krimen. Kag sandig sa iya pagpati sa pagkabilidhon sang tawhanon ng kinabuhi bisan pa sang lapsag sa tagu-angkan suno sa ginatudlo sa aton simbahan, naga pamatok sa RH Law.
Daku gid ang akon kalipay kag pagla-um tungod sang mga Katoliko nga Layko nga nagahugpong sa handom nga mangin "asin kag kapawa" sa pangabuhi politikal sang aton pungsod. Sila pang-grupo nga magasupporta kag magdesisyon nga botohon ang mga kandidato indi base sa iya/ila partido o relihiyon, kundi nga suno sa ila pagtu-on, ang panimu-ot kag tinindugan sining mga kandidato nasandig o naga-ayon sa ginatudlo sang Simbahan bahin sa kabubut-on sang Dios sa nagkalain-lain nga patag sang pangabuhi sang tawo. Lubos ang akon pagsuporta sining mga grupo nga wala sang iban nga handom kundi ang magdala kay Kristo sa patag-pangginahom sang Pilipinas. Ako nagpati nga isa ini ka ganha-an kg alagyan sang tunay nga paghida-it kag ka-uswagan. Gani, akon ginahangkat, ginala-uman kag ginapangmuyu-an nga ang aton mga LOMAS (Lay Organization, Movements and Association), mga Kristianong Katilingban, kag ang tanan nga mga tumulu-o maghugpong, magtu-on kag magdesisyon man sa pagbag-o sang pamulitika sa aton Diocesis.

Aton gid ginapangayo ang hamili nga bulig sang nag-amba nga ang Dios "nagapa-alapla-ag sang mga bugalon...kag nagatib-ong sang mga mapa-inubuson", ang Mahal nga Birhen Maria, Iloy ni Kristo kag Iloy sang Simbahan, nga ang Gino-o magbendisyon man sa aton pagtuman sang Iya kabubut-on.

Bendisyunan kamo tanan sang Dios.

A CBCP Pastoral Letter on the latest decision on the Reproductive Health Bill
Contraception is Corruption!
Seeking Light and Guidance on the RH Bill Issue
“What then should we do?” (Lk. 3, 10)
As we begin the nine-day Misa de Gallo today, our thoughts turn to John the Baptist, the one who points to Jesus, the Christ Child. People came to him to ask, “What then should we do?” because their hearts w
ere filled with expectation for the Messiah. (Lk. 3,15) They needed reason to hope. St. John the Baptist told them to share what they had, to act with justice, and shun extortion.
Today, our question as a people of God, regarding the controversial RH bill, may be the same. What then should we do?
On behalf of the President of the Catholic Bishops’ Conference of the Philippines, I reiterate the collective discernment of the Philippine bishops that the RH Bill if passed into law can harm our nation. Contraception corrupts the soul. The RH Bill is being gift wrapped to look like a gift for maternal health care. It is not so. It will lead to greater crimes against women.
The poor are being promised a better life through the RH Bill. It will not be so. The poor can rise from their misery through more accessible education, better hospitals and lesser government corruption. Money for contraceptives can be better used for education and authentic health care.
The youth are being made to believe that s*x before marriage is acceptable provided you know how to avoid pregnancy. Is this moral? Those who corrupt the minds of children will invoke divine wrath on themselves.
The Reproductive Health Bill, if passed into law in its present form, will put the moral fibre of our nation at risk. As we your bishops have said in the past, a contraceptive mentality is the mother of an abortion mentality. The wide and free accessibility of contraceptives, even to the youth, will result in the destruction of family life and in greater violence against women.
What then should we do?
We congratulate the one hundred four (104) congressmen and women who voted NO to the RH Bill. You have voted courageously, despite all pressures, to stand up for what is right and true. The Church will remember you as the heroes of our nation, those who have said no to corruption and who care for the true welfare of the people, especially the poor. May you continue to be steadfast and not waiver in your stand against moral corruption.

What then should we do?
We plead with the sixty four (64) congressmen who have not voted, to be enlightened and stand up for the Truth. As St. John the Baptist directed the people to justice, we call on you also to seek justice for the Filipino people. The Church teaches us to follow our conscience, the inner sanctuary where we are alone with God (Gaudium et Spes #16), but such conscience must be formed and informed according to the universal values that are common to all human persons. The truth is that to be pro-child, pro-mother and pro-poor, we must resist all threats against them. This is justice. Stand up for it; defend it; do not be swayed by worldly pressures, and be the champion of the people who voted for you. God knows and sees what you are doing.
What then should we do?
We admonish the Filipino Catholic faithful to sharewith those who have less this Christmas, but also share in praying that our congressmen and women will be faithful to their call to serve the true interests of the Filipino people. This means upholding life, saying no to contraception which is corruption, and being faithful to the Christ Child who was pro-woman, pro-child and pro-poor.
