VOLUNTEERS IN PRISON SERVICE (VIPS) VOLUNTEERS IN PRISON SERVICE (VIPS) is the national organization of catholic prison ministry volunte Each unit is headed by a chaplain and lay coordinator.

As of April 2011 there are about 86 units of volunteer units all over the country. The VIPS units are responsible in implementing the Integrated Pastoral Program in Prison.
