On the Resolved Ballot Count Discrepancy in Calindagan, Dumaguete City

The Diocesan Electoral Board (DEB) of the Diocese of Dumaguete, which includes the Parish Pastoral Council for Responsible Voting (PPCRV) as a key partner, acknowledges and affirms the official clarification issued by the Commission on Elections (COMELEC) and the PPCRV National Headquarters in Manila regarding the earlier reported discrepancy in the number of ballots cast in a clustered precinct in Barangay Calindagan, Dumaguete City.

Initial data released by COMELEC showed 956 ballots cast, while only 814 voters were officially recorded, prompting public concern. Upon verification, COMELEC clarified that this was a case of mislabeling of data. The number 956 referred to the total number of scanned ballots, which included valid ballots, as well as those that were rejected and reinserted by the vote-counting machine (VCM). A single voter’s ballot may be scanned more than once if rejected and reinserted during the process.

This explanation was reiterated in a May 16 press briefing by PPCRV National Spokesperson Ana de Villa-Singson, who emphasized that the technical discrepancy was purely due to the display of the wrong dataset—the total scanned ballots instead of the actual number of valid votes.

COMELEC has since corrected the figures, and the number of valid ballots now accurately matches the number of voters. As such, the Diocesan Electoral Board considers this matter resolved and closed.

We urge the public not to immediately believe or share misleading claims circulating on social media, especially when these are not verified by official sources. Let us remain vigilant and responsible, especially in the digital space, and rely only on trusted and authoritative updates from COMELEC, PPCRV, and other accredited election watchdogs.

The Diocesan Electoral Board reaffirms its commitment to promoting clean, honest, accurate, meaningful, and peaceful elections. We thank our volunteers, partners, and the voting public for their cooperation and vigilance.

May we all continue to uphold the truth and strengthen our democracy in the spirit of transparency and the common good.

NEWS FLASH: RMAC in Action!
Random Manual Audit Counting in Negros Oriental & Siquijor!

These are the polling precincts in Negros Oriental and Siquijor that will be included in the Commission on Elections (Comelec)’s Random Manual Audit (RMA).

Comelec Chairperson Atty. George Erwin Garcia said the poll body conducts RMA in every election pursuant to RA 9369 to verify the accuracy of the results received by board of canvassers from polling precincts using the Automated Counting Machines (ACMs). He added that 762 clustered precincts will be part of the RMA. The polling precincts were determined through raffle.

FLASH REPORT!

At 5:11 p.m. DEB headquarters received a report on a shooting incident in Brgy. Cabangahan, Siaton from one of our volunteers on field. DEB had forwarded the information to COMELEC – Negros Oriental for appropriate action and investigation.

COMELEC – Negros Oriental commended the DEB for immediately relaying this information to them upon receipt of report from the field.

DEB Election Update:

At 3:07 pm, all seniors citizens in Apo Island have cast their vote. Some 400 regular voters of 711 total number of voters there still wait for their turn to vote.
