On the Resolved Ballot Count Discrepancy in Calindagan, Dumaguete City
The Diocesan Electoral Board (DEB) of the Diocese of Dumaguete, which includes the Parish Pastoral Council for Responsible Voting (PPCRV) as a key partner, acknowledges and affirms the official clarification issued by the Commission on Elections (COMELEC) and the PPCRV National Headquarters in Manila regarding the earlier reported discrepancy in the number of ballots cast in a clustered precinct in Barangay Calindagan, Dumaguete City.
Initial data released by COMELEC showed 956 ballots cast, while only 814 voters were officially recorded, prompting public concern. Upon verification, COMELEC clarified that this was a case of mislabeling of data. The number 956 referred to the total number of scanned ballots, which included valid ballots, as well as those that were rejected and reinserted by the vote-counting machine (VCM). A single voterโs ballot may be scanned more than once if rejected and reinserted during the process.
This explanation was reiterated in a May 16 press briefing by PPCRV National Spokesperson Ana de Villa-Singson, who emphasized that the technical discrepancy was purely due to the display of the wrong datasetโthe total scanned ballots instead of the actual number of valid votes.
COMELEC has since corrected the figures, and the number of valid ballots now accurately matches the number of voters. As such, the Diocesan Electoral Board considers this matter resolved and closed.
We urge the public not to immediately believe or share misleading claims circulating on social media, especially when these are not verified by official sources. Let us remain vigilant and responsible, especially in the digital space, and rely only on trusted and authoritative updates from COMELEC, PPCRV, and other accredited election watchdogs.
