Cebu Archdiocesan Social Advocacies - CASA (Formerly Commission on Social Advocacies - COSA), was officially launched in April 2016. Its primary task is to be in solidarity with the poor, deprived, oppressed, and exploited brothers and sisters in the promotion of total human development, justice, peace and integrity of creation in the Roman Catholic Archdiocese of Cebu. Through its programs and s

ervices, CASA hopes that Church could not only respond to the poor's immediate needs, but most of all, to live the principles of the Second Vatican Council and the Second Plenary Council of the Philippines, which is the Church's preferential option for the poor.

𝐒𝐢𝐭𝐢𝐨 𝐈𝐥𝐚𝐲𝐚, 𝐂𝐨𝐭𝐜𝐨𝐭, 𝐋𝐢𝐥𝐨𝐚𝐧, 𝐂𝐞𝐛𝐮

A relief goods distribution activity for the survivors of Bagyong Tino was successfully conducted in Sitio Ilaya, Barangay Cotcot, Liloan. The activity benefited a total of sixty (60) families who were severely affected by the typhoon. It aimed not only to provide immediate assistance but also to foster community awareness, solidarity, and organization in the face of recurring climate-related disasters.

The program formally opened with an opening prayer and a brief rationale delivered by Bro. Timmy Tapayan, OFS, Parish Worker of St. John Bosco Parish. This was followed by an input on the Philippine situation on disaster and climate change, given by Bro. Benny Tan, CASA Program Consultant, which helped the community situate their lived experiences within the broader national realities of disaster risk and climate change.

After the input session, a collective reflection led to the suggestion of organizing the affected residents into a formal community organization to strengthen unity, representation, and future disaster preparedness. The proposal was unanimously accepted by the participants, leading to the formation of the ILAYA, COTCOT, LILOAN TINO SURVIVORS ORGANIZATION. The members then elected their officers from among themselves, marking a significant step toward community empowerment, shared leadership, and organized collective action.

The organizers and the 60 beneficiary families express their heartfelt gratitude to all the sponsors and benefactors whose generosity made this relief distribution possible. Their support provided not only essential relief goods but also hope, encouragement, and a renewed sense of solidarity among the affected families. This spirit of compassion and partnership greatly contributed to the success of the activity and strengthened the community’s resolve to move forward together.

With compassion expressed through concrete action, the Cebu Archdiocesan Social Advocacies (CASA) continues its steadfast commitment to walk with individuals and families affected by the massive flooding caused by Typhoon Tino as they rebuild their houses and restore their lives. Beyond immediate relief, this initiative affirms CASA’s ongoing presence, solidarity, and hope, especially in the long and challenging process of recovery. As part of this accompaniment, essential items were distributed to support the affected communities in their road to rebuilding. This effort was facilitated through the shared service of Rev. Fr. Dave Christopher Y. Cantillas of the Commission on Youth of the Archdiocese of Cebu, Mae Labra-Yap of Division U & V of Toastmasters, Bro. Paul Bongcaras, SVD of the Friends of the Poor of the Congregation of the Divine Word, and Liza Mae Pingco of the Alibyo Cebu Ayuda Network. We also gratefully acknowledge the presence and support of the Daughters of Charity, through Sr. Ma. Liza Ruedas, DC, whose solidarity further strengthened this collective effort. Together with our partners, we continue to affirm that healing and rebuilding are sustained when communities walk with one another in faith, compassion, and hope.

As part of the Pag-amoma: An Encounter with Individuals Affected by Massive Flooding Caused by Typhoon Tino, we gathered the community for a Holy Eucharistic Celebration with our Mass Presider, Rev. Fr. Dave Christopher Y. Cantillas, Chairman of the Commission on Youth of the Archdiocese of Cebu, for individuals and families affected by the massive flooding. Rooted in the spirit of pag-amoma (nurturing, caring, and accompanying) this sacred gathering became a source of spiritual strength and consolation, offering a space for prayer, reflection, and communal hope amid loss and uncertainty. United in faith, the community was reminded that God journeys with His people, especially in moments of suffering and rebuilding. This initiative was initiated by the Cebu Archdiocesan Social Advocacies (CASA) in collaboration with our partners—the Friends of the Poor of the Society of the Divine Word (SVD) congregation, Division U & V of Toastmasters, the Alibyo Cebu Network, and San Vicente Ferrer–Franciscan. We are deeply grateful to everyone who stood in solidarity with our affected brothers and sisters, affirming that in faith and compassion, no one journeys alone.
