According to Strong's concordance, Perfect here doesn't mean Flawless. It meant peaceful, complete (in covenant relation), friendly and whole.

You dont have to be perfect (flawless) for God to love you. He wants you to desire and seek His righteousness. He wants to be your peace. He wants to complete you.

The Israelites could never 100% do the Law on their own. Trying to do the Law by the flesh can make you self-righteous. Jesus hate self-righteousness. Let the flawed you seek Jesus and He shall make you righteous
