𝗦𝗘𝗘: 𝗧𝗵𝗲 𝗦𝗵𝗮𝗱𝗼𝘄 𝗼𝗳 𝗣𝗼𝗹𝗶𝘁𝗶𝗰𝗮𝗹 𝗖𝗵𝗮𝗼𝘀 𝗮𝗻𝗱 𝗜𝗻𝘀𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆 | The Philippine political landscape is currently fractured by intense polarization, systemic chaos, and severe institutional instability. As the nation witnesses self-serving political battles, deep-seated corruption, and a volatile governance crisis, the foundational pillars of our democracy are being compromised. This atmosphere of noise and ethical compromise leaves the nation drifting without clear moral direction.

𝗝𝗨𝗗𝗚𝗘: 𝗧𝗵𝗲 𝗕𝘂𝗿𝗱𝗲𝗻 𝗼𝗻 𝘁𝗵𝗲 𝗬𝗼𝘂𝘁𝗵 | This prevailing political mess inflicts a profound negative impact on our youth and student leaders. Young Filipinos naturally look up to adult political figures for guidance, inspiration, and stewardship. When leaders abandon their duty to serve the common good, it breeds immense dismay, disillusionment, and confusion. It is deeply tragic when those entrusted with the country's future fail to serve their purpose, leaving the younger generation to inherit the consequences of their moral negligence.

𝗔𝗖𝗧: 𝗔𝗻 𝗜𝗻𝘃𝗶𝘁𝗮𝘁𝗶𝗼𝗻 𝘁𝗼 𝗛𝗲𝗮𝗹𝘁𝗵𝘆 𝗗𝗶𝘀𝗰𝗼𝘂𝗿𝘀𝗲 𝗮𝗻𝗱 𝗖𝗶𝘃𝗶𝗰 𝗗𝘂𝘁𝘆 | In the face of this widespread dismay, we refuse to succumb to apathy or cynicism. We urgently call upon the Filipino youth and student leaders to reject silence. We encourage everyone to actively engage in healthy, constructive discourse on our country's social and political realities. Let us rise to become better, proactive citizens—bold witnesses to truth, accountability, and transparency in a time when they are desperately needed.

𝗢𝘂𝗿 𝗜𝗱𝗲𝗻𝘁𝗶𝘁𝘆: 𝗪𝗵𝘆 𝗦𝗖𝗔𝗣 𝗖𝗼𝗻𝘁𝗶𝗻𝘂𝗲𝘀 𝘁𝗼 𝗘𝗻𝗴𝗮𝗴𝗲 | As a Catholic Student Movement, the Student Catholic Action of the Philippines (SCAP) cannot, and will not, remain on the sidelines. Our faith does not separate us from the world; it compels us to dive directly into it. 15 May 2026 | SCAP Cebu and Oceana explores ways to put forward the care for creation and the most vulnerable sectors in society by providing opportunities for young people to become more aware of the current ecological challenges and the many possible ways they could advocate for the Earth and the poor.

As SCAP Cebu gears up for its Archdiocesan Leadership Conference in August, conversations like this is a vital step toward creating more spaces for genuine climate action and ecological conversion for student leaders and the young.

We are glad to have a meaningful conversation with Atty. Rhea Yray-Frossard, Campaign and Research Director for Oceana, together with our SCAP Cebu Team - Kuya Aldrin Gornez (Coordinator), Atty. Jade Berdon (Advocacy Lead), Ate Hannah Yray-Lape (Advocacy Team), and Kuya Melvin Pedrosa (Formation and Training Lead).

Oceana is one of the largest international advocacy organizations focused on ocean conservation and restoring marine biodiversity. SCAP, on the other hand, is one of the oldest Catholic and Multi-Sectoral Student Movements in the country working towards forming young people to become catalysts for change and social transformation.

A Pastoral Guide for Lawmakers on the Question of Impeachment

Public service is not only a political duty; it is also a moral responsibility before God and the people. When a Catholic lawmaker is asked to vote on an impeachment process, the decision should never be treated lightly or reduced to mere political strategy, personal loyalty, or partisan interest. It is a serious matter that touches on truth, justice, accountability, and the common good.

A Catholic public servant must therefore approach such a decision with a prayerfully formed conscience.

The first question should not be: “Will this help my political future?” but rather: “What is true, just, and beneficial for the nation?” If there is sufficient basis or probable cause under the law, allowing the constitutional process to proceed does not automatically mean condemning a person as guilty. Rather, it may simply mean allowing the truth to be examined properly, fairly, and transparently.

At the same time, public officials must resist the temptation to act out of anger, blind loyalty, fear, pressure, or personal ambition. Decisions that affect the nation must be guided not by political convenience but by moral integrity.

That is why prayer is essential. A Catholic lawmaker must consult God sincerely and ask for the grace of wisdom, humility, and courage. Conscience is not merely personal opinion or emotion. In the Christian understanding, conscience must be formed by truth, prayer, moral principles, and honest discernment.

It is also good to seek counsel from wise and upright people: constitutional experts, persons of integrity, trusted spiritual advisers, and even the sentiments of constituents. Yet consultation should never mean surrendering one’s conscience to political patrons, pressure groups, or the emotions of the crowd. Leadership sometimes requires the courage to stand for what is right even when it is difficult or unpopular.

Sacred Scripture reminds us: "What profit is there for one to gain the whole world and forfeit his soul?” (Mark 8:36)

In the end, every Catholic lawmaker must decide according to truth, justice, the Constitution, the common good, and a conscience formed before God.

For one day, every public servant will answer not only before the people or political parties, but before the Lord Himself, who sees the intentions of every heart.

May God guide all our leaders with wisdom, courage, humility, and love for the Filipino people.

Whether we call her Inay, Ina, Nanay, Mama, or Mom, her impact is universal. We also honor our Nana, Lola, Tita, Ate, who step into these roles with grace and devotion. Your guidance is the light that leads us forward.

Inang Kalikasan, nawa ikaw ay amin ring mapangalagaan at maipaglaban mula sa mapanirang uring kaisipan at mga gawain.

Inang Bayan, patuloy ka pong sinasaktan ng mga huwad, mapagsamantala at mapang-api mong mga lingkod bayan. Nawa'y inyong malasap ang tunay na pagbabago mula sa pag-asang sumisibol sa puso ng bagong henerasyon at Pilipinong kabataan.

Inang Simbahan, salamat sa pakikinig, pag-intindi at pagmamahal para sa Kabataan.
